WF on the applicability for intra-frequency measurement (1/3) SSB based measurement Categories Conditions Intra-frequency measurement without measurement gap the center frequency of the SSB of the serving cell and the center frequency of the SSB of the neighbour are the same, and the subcarrier spacing of the SSB of the serving and neighbour cell are the same, and UE operation CBW can cover both serving cell SSB and target cell SSB, and If Rx beamforming pattern of target cell SSB and the collided serving cell non-SSB REs are the same TBD: If the SSB of the serving and target cells are not overlapped in time domain, the subcarrier spacing of target cell SSB and collided serving cell non-SSB REs (scheduled to this UE are the same Intra-frequency measurement with measurement gap the subcarrier spacing of the SSB of the serving and neighbour cell are different, and/or UE operation CBW cannot cover serving cell SSB and target cell SSB (the UE CBW in this case might vary among different OFDM symbols), and/or If Rx beamforming pattern of target cell SSB and collided serving cell non-SSB REs are different, and/or TBD: If the SSB of the serving and target cells are not overlapped in time domain, the subcarrier spacing of target cell SSB and collided serving cell non-SSB REs (scheduled to this UE) are different Note: The condition related with Rx beamforming only apply when Rx beamforming is used

WF on the applicability for intra-frequency measurement (3/3) Requirements applicability During the cell identification/measurement period where intra-frequency is measured without gap, if measurement gap happens to be needed, UE should comply with the requirements for intra-frequency with measurement gap During the cell identification/measurement period where intra-frequency is measured with gap, if measurement gap happens not to be needed, UE should comply with the requirements for intra-frequency with measurement gap

WF on UE measurement capability The measurement capability shall be defined per reference signal type. Monitoring cell number: The UE SSB based measurement capability for the number of cells to monitor should be specified as frequency range dependent (e.g. Sub-6GHz, mmWave) Sub-6GHz: For SSB based intra-frequency measurement with and without measurement gap, UE is required to simultaneously monitor [8] identified SSB based intra-frequency cells For SSB based inter-frequency measurement, the NR UE shall be capable of performing SSB based measurements of at least [4] cells per frequency layer mmWave: For SSB based intra-frequency measurement with and without measurement gap, UE is required to simultaneously monitor [x] identified SSB based intra-frequency cells For SSB based inter-frequency measurement, the NR UE shall be capable of performing SSB based measurements of at least [y] cells per frequency layer x, y and z are TBD Monitoring beam number: The UE SSB based measurement capability for the number of beams to monitor should be specified as frequency range dependent (e.g. Sub-6GHz, mmWave) For SSB based intra-frequency measurement with and without measurement gap, UE is required to simultaneously monitor [m1] identified SSB based intra-frequency beams per cell and/or [k1] identified SSB based intra-frequency beams per frequency layer For SSB based inter-frequency measurement, the NR UE shall be capable of performing SSB based measurements of at least [n1] identified beams per cell and/or and [h1] identified SSB based intra-frequency beams per frequency layer For SSB based intra-frequency measurement with and without measurement gap, UE is required to simultaneously monitor [m2] identified SSB based intra-frequency beams per cell and/or [k2] identified SSB based intra-frequency beams per frequency layer For SSB based inter-frequency measurement, the NR UE shall be capable of performing SSB based measurements of at least [n2] identified beams per cell and/or [h2] identified SSB based intra-frequency beams per frequency layer m1, k1, n1, h1, m2, k2, n2 and h2 are TBD It is TBD if both # of beams per cell and # of beams per frequency layers capability should be specified.

WF on UE measurement capability Monitoring carrier number: IncMon feature shall be deprioritized in Rel-15 NR. the NR UE capability of frequency layers in CONNECTED mode is provided below for Release 15 NR. Release 15 LTE UE The UE shall be capable of monitoring at least per RAT group - Depending on UE capability, [x] TDD E-UTRA inter-frequency carriers, and - Depending on UE capability, [y] FDD E-UTRA inter-frequency carriers, and - Depending on UE capability, [7] NR inter-RAT carriers   the UE shall be capable of monitoring a total of at least [z] effective carrier frequency layers comprising of any above defined combination of NR, E-UTRA FDD, E-UTRA TDD. Release 15 LTE-NR NSA UE The UE shall be capable of monitoring at least per RAT group - Depending on UE capability, [x] TDD E-UTRA inter-frequency carriers, and - Depending on UE capability, [y] FDD E-UTRA inter-frequency carriers, and - Depending on UE capability, [6] NR inter-frequency carriers   the UE shall be capable of monitoring a total of at least [z-1] effective carrier frequency layers comprising of any above defined combination of NR, E-UTRA FDD, E-UTRA TDD. Release 15 NR SA UE The UE shall be capable of monitoring at least per RAT group - Depending on UE capability, [x+1] TDD E-UTRA inter-RAT carriers, and - Depending on UE capability, [y+1] FDD E-UTRA inter-RAT carriers, and - Depending on UE capability, [6] NR inter-frequency carriers   the UE shall be capable of monitoring a total of at least [z+1] effective carrier frequency layers comprising of any above defined combination of NR, E-UTRA FDD, E-UTRA TDD.
