UGC-Infonet The UGC-Infonet Digital Library Consortium was formally launched in December, 2003 by Honourable Dr. A P J Abdul Kalam, the then President of India soon after providing the Internet connectivity to the universities in the year 2003 under the UGC-Infonet programme. The Consortium proved to be a recipe to university libraries which have been discontinuing subscription of scholarly journals because of "Serials Crisis". The term "serials crisis" refers to exponential and continuing increase in subscription cost of scholarly journals

UGC INFONET 159 Universities Covered Phase Wise More than 5000 e-journals 9 Bibliographical Databases Covers almost all Disciplines (Sceince & Technology, Humanity & Social Sciences, Mathematics ect.)

INDEST- AICTE Consortia “Indian National Digital Library in Engineering Sciences and Technology (INDEST) Consortium” was set up in 2003 by the Ministry of Human Resource Development (MHRD) on the recommendation of an Expert Group appointed by the Ministry. The benefit of consortia based subscription to electronic resources is not confined to its core members but is also extended to all educational institutions under its open-ended proposition.

INDEST – AICTE OBJECTIVES Provide electronic resources for the Centrally Funded and other academic institutions in Engineering, Science and Technology at highly discounted rates To support and impart training to the users and librarians in the member institutions on subscribed electronic resources with an aim to optimize the usage of subscribed electronic resources To improve scientific productivity of member institutions in terms of quality and quantity of publications.

DELNET DELNET was started at the India International Centre Library in January 1988 It was initially supported by the National Information System for Science and Technology (NISSAT), Department of Scientific and Industrial Reseach, Government of India. It was subsequently supported by the National Informatics Centre, Department of Information Technology, Ministry of Communications and Information Technology, Government of India and the Ministry of Culture.

DELNET OBJECTIVES promoting resource sharing among the libraries through the development of a network of libraries. To collect, store, and disseminate information besides offering computerized services to users To coordinate efforts for suitable collection development and also to reduce unnecessary duplication wherever possible.  DELNET has been actively engaged with the compilation of various Union Catalogues of the resources available in member-libraries.

FORSA FORSA established in the early 1980 due to proliferation of information, library professionals working in the Institutes where astronomy was one of the main thrust areas of research felt the need to come together and to form a forum, which can act as a springboard for sharing and exchange of information.

FORSA OBJECTIVES Collection Development in IT Environment Facilitate e-access to Journals and Books; Actively participate in Resource Sharing, ILL; Document delivery by Fax, e-mail, Speed post, Courier, etc. Database merging of library holdings (Books/Journals) and facilitate access to merged database; Digitization of archival materials of the institute and making it available on website for access by all; To facilitate access to website of each institute's library;

Collaboration among Indian Librarians for professional Development LIS LINK This association is started with impact of social networking on Libraries many Library science professionals are connected together with this online forum and try give recent information about what is happening in LIS field

ILOSC This is most active portal for Librarians to discuss about their Library other working issue and to share knowledge, also to give information about various workshop conferences for Indian Librarians A Google group entitled “Indian Librarians Online Study Circle” is formed to make a try to solve the various issues relating Librarians and LIS Field. 6697 TOTAL MEMBERS OF ILOSC TILL MACH 16, 2016

Collaboration between Big Libraries and small Institute To use of maximum resources of big university Libraries and Indian Institute of technology Libraries as well as British library and various research libraries have adopted Institutional membership scheme in this small Institute can take yearly membership of this big Libraries and send their user to this Libraries for particulars research and queries. Many small institute are taking advantage of this scheme in India

Collaboration of Indian Libraries with International Institute The International collaboration with Indian libraries is very less, few institute like CSIR NICMAS is always open for the collaborative activities and accept project contracts on the information management of the organizations, institutions. but institute like ICSSR are giving opportunity to Indian Librarians to work under Bilateral programs they can visit to other countries for their research work

Conclusion UGC InfoTech AICTE INDEST has open gate of knowledge's for all small institute, but purchase of all resources is mandatory in this collaboration, many times there is very less usage of all resources but finally due to huge cost reduction many publisher e resources access is open to all. Many Indian Universities and institute has started collaboration programs with foreign universities the staff exchange programs are happening but not for libraries so it strongly recommended that there is need of International level collaboration for Indian Libraries, There are less professional development program for Indian Librarians, if other countries and Indian Libraries come together with MOU it will help to develop Indian Library systems Indian Libraries need to adopt open access concept which will be also helpful for small institute.
