EARLY HELP ASSESSMENT Cambridgeshire County Council Early Help Assessment Tool (EHA) EHA used whenever there are concerns that a child, young person, adult or family has needs which might require targeted support An EHA, or a social care referral that doesn’t meet the threshold, is passed to the Early Help Hub (EHH), identifying what help a child and family require to prevent needs escalating. The EHH will ensure the most appropriate plan and support can be put in place in a timely manner Early Help Hub (EHH) sits alongside the MASH as part of the Integrated Front Door. The Early Help Hub is the single point of contact for all Early Help Assessments, Family Plans and Reviews that have been completed by any agency. The EHA tool can be found on the Cambridgeshire County Council Website

JOINT REFERRAL FORM To be completed by any Professional (statutory / voluntary) who thinks that a child / young person maybe at risk of significant harm Both Cambridgeshire and Peterborough LSCBs have Threshold Documents that provide a context for when Social Care should be involved to meet a child’s need for protection from harm. How to report a Child Safeguarding concern is on the LSCB website and part of the Interagency Procedures. The Joint Referral form and a guide on how to complete the form is also available on the LSCB websites

CSE Risk Management Tool Have you completed the joint referral form? Did you tick the CSE box? If ‘YES’ - You need to complete a CSE Risk Management tool On completion, make a professional judgement around the level of risk and tick the appropriate assessment level Discuss with your Line Manager about next steps Follow the colour coded guidance on the last page If you see something, say something!! You might hold the missing information other partners require.

TOOLS: Domestic Violence Risk Identification Matrix The DVRIM* is a multi-agency risk assessment tool for: Assisting practitioners to identify and analyse the risks to children from Domestic Violence (male perpetrators) and safeguard children who experience domestic violence Includes a system of threshold scales (identifying risk factors and potential vulnerabilities) Supporting decisions as to whether a case presents as a need of a ‘safeguarding response’ (referral to MASH) or family support (Early Help) * Barnardo’s DVRIM The LSCB states that when Domestic Violence is identified within a family ( i.e. male perpetrator violence) a DVRIM should be completed in all cases. If a referral is made to either the Early Help Hub or to the Multi-agency Safeguarding Hub (MASH) the DVRIM should be attached to the Referral form (early Help Assessment or Joint Referral Form). TOOLS: Graded Care Profile Based on Maslow’s Hierarchy of Needs Identifies four areas of care: Physical, Safety, Responsiveness and Esteem - these are then broken down into sub-areas LSCB supports the use of the GCP for assessing Neglect Informs the child protection referral process/improves referrals Identifies needs of each individual child within a family Can be used to ‘work with’ and to ‘engage’ the family Objective Assessment Tool Can be used as a ‘Targeted’ Action Plan’ Evaluate changes for children Can be used as supportive evidence Reflects the Cambridgeshire Threshold Document levels Designed originally by a GP in Luton – relaunched here, with kind permission from Norfolk (2016) The LSCB states that the Graded Care Profile should be used to identify and evidence ‘Child Neglect’ and should be completed in all cases. If a referral is made to either the Early Help Hub or to the Multi-agency Safeguarding Hub (MASH) the GCP (or sections of the GCP) should be attached to the Referral form (early Help Assessment or Joint Referral Form).
