Mapping Strategies in Tanzania The Ministry of Lands Housing and Human Settlement Development is the custodian of all Surveys and Mapping activities in Tanzania by Law Mandated to provide basic information to facilitate Surveys and Mapping activities in the Country Official Geodetic Reference Frame Base maps Cadastral Information

Mapping Strategies in Tanzania……. Official Geodetic Reference Frame Through the assistance of the World Bank Loan, the Ministry of Lands Has successfully completed the installation of the new Geocentric Geodetic Reference Frame TAREF 11

Mapping Strategies in Tanzania……. Base maps The Surveys and Mapping Department , Mapping Section is Responsible by law to make Base Maps These Base Maps are supposed to be correct and accurate both Planmetrically (X,Y) and Height (H) Base Maps are expected to conform with the Official & current Geodetic reference frame A base map is a foundation of all other maps like Thematic Maps ( Geological maps, Population density, Village boundary maps, Atlas, Tourist map, Maps to show flood prone areas…..)

Mapping Strategies in Tanzania……. Base maps… Through the support of loan from WB the Ministry is now making a Base Map of Dar es salaam Block equivalent to 4300Km2 This Map is drown in 3D means (Stereoscopically) that every feature will correctly positioned in planimetric and height (X,Y,Z) In year 2017 the map will be ready to use for all purposes starting from engineering, Planning, …. This is a very expensive task and tedious work but it is worthy in order to have a correct and accurate map for many uses

Base Map Accurate mapping operations : Reference frame for geospatial data, Positional accuracy quality assurance (refer to the previous slide), Enablement of spatial data integration/fusion (with currently available multisource data) A basis for National Spatial Data Infrastructure (NSDI)

STRATEGIES IMPLEMENTATION The implementation will depend on the existing OPPORTUNITIES, STRENGTHS, THREATS, CHALLENGES and WEAKNESSES in the Mapping business environment: 1. Available Opportunities TAREF Capacity building initiatives (Universities with Geoinformation Science as a subject Open source digital image processing and analysis software e.g. Q.GIS,

STRATEGIES IMPLEMENTATION cont. Open Source GIS software e.g. Quantum GIS, Various hardware for data storage etc, Possibility for Public Private Partnership (PPP), Internet, National Optical Fibre and Web Based Services, Favourable environment for loans from financial Institutions.

STRATEGIES IMPLEMENTATION cont. 2. Available Strengths: Increasing capacity building in geospatial sciences and technologies, Increasing literacy in computer science and application software in geospatial sciences, Availability of location based services via different devices such as mobile phones, PDA’s, Ipads and hand held GPS/GNSS .

STRATEGIES IMPLEMENTATION cont. Some challenges and weaknesses which prevails will inhibit/slow down the enhancement process include: Lack of official Digital National standards in geospatial data, Lack of appropriate GIS softwares among stakeholders, Absence of Metadata and consequently data catalogues and clearinghouses, Limited GEO-ICT capacity among stakeholders.

STRATEGIES IMPLEMENTATION cont. Inconsistencies in legacy/existing geospatial data sets and geoinformation, Limitation in knowledge and skills in the industry, Lack of funds for revising the existing basic geospatial information constituting the National Topographic Information).

STRATEGIES IMPLEMENTATION cont. Some of the weaknesses include: Lack of motivation to self development , professionalism and innovation, Lack of professional ethics in geomatics practice, Lack of commitment to responsibilities and duties, Limited resources for R&D in particular funds and equipment.

CONCLUSION Supply of GEOINFORMATION to various sectors in the COUNTRY is a PRIMARY OBLIGATION OF SMD. Failure on the SMD side means, FAILURE IN THE OBLIGATIONS OF OTHER SECTORS. The SWOC analysis has shown that the NSDI and the availability of TAREF can improve GEOINFORMATION SERVICES in the country by suppressing the challenges and weaknesses by the available opportunities and strengths

CONCLUSION…… Our Future How to Move from Crowdsourced Data to Authoritative Data? Testing the quality of Ramani Huria’s Data Integrating validated, crowdsourced data into our National Spatial Data Infrastructure Update and provide maps and data to wards, municipalities and regions. Lead Tanzania’s Geospatial Future.
