3 Background Tanzania Tanzania is the union of two independent countries of Tanganyika and Zanzibar; Administratively, has 31 regions and area of 947,303 square kilometers; Tanzania has a total of 44.9 million population with 2.7 growth rate (PHC 2012); Young Population (0–14 years) comprise 44% and Working Age (15–64 yrs.) comprise of 52% The country has 31 regions

4 History of Census Undertaking
Background…Cont’d History of Census Undertaking The 2022 Census will be the 6th modern census after the Union in 1964; Other censuses were conducted in 1967, 1978, 1988, 2002 and 2012; In 2012 census, Tanzania used: Semi-modern technology in GIS (satellite imagery, digitized EA maps); Traditional method in data capture (printed questionnaires); Modern technology in data processing (scanning technology).

5 Strategic Objectives of the 2022 Census Operations
NBS envisaged to use digital technology in: Census mapping (use of mobile gadgets in census mapping); and Data capture (use of tablet and paper in some areas). The use of technology in Data Processing will still be the same…

6 Census Management NBS is planning to use existing National administrative structure of the countries, because All previous census successfully used the same structure; Ownership (Census is the National undertaking); The exercise will be supported by the current Statistics Act No. 9 of 2015; NBS has introduced the new Department of Population and Housing Census in the current organization structure; There will be no change in the census management structure, the previous will be used

7 Management…Cont’d Census Committees will be established from National, Regional to District Level with the following objectives Assist in census Publicity and advocacy; Ensure adequate and timely availability of census resources; Guide, direct and organize census programme; Monitor and ensure that census procedures are undertaken according to plan; and Coordinate all census activities in the regions. Census Committees will be established from National, Regional to District Level to ensure smooth operation of the census activities at all levels and oversee the census undertaking;

8 Management…Cont’d Formation of Committees:
Central Census Committee (composed of several Ministers and chaired by the Prime Minister will be the key player in implementing Census activities) National Advisory Committee; Collaborators Forum; Technical Advisory Committee; Regional Census Committee; and District/Municipal/City/Town Level Census Committee.

10 Capacity Development NBS is still in the early stage of planning, but since there is need to move to modern census undertaking (more advanced technology), before we move to the 2022, we need to do capacity assessment to know how weak we are or how strong we are for successfully adoption of technology; NBS also hope to get help through south-south cooperation.

11 Collaboration with Partners
Collaboration with partners will be through: Collaborators Forum Government (MoFP, Planning Commission, NBS/OCGS); DP, International Organizations; Monetary institutions, (AfDB, WB); and CSOs and private sector. Key roles To mobilize financial resources; To mobilize expertise; and Assist in census Publicity and advocacy. CSOs Civil Society Organisations

12 Users Communication Plan
Plan for communication with users will involve: Users-Producers meetings Selection of topics to be included in the questionnaire and formulation of questions; Owning the process. Technical committee with members from Higher learning institutions, Researchers, Academia; UNFPA; Ministry responsible for statistics; and CSOs and private sector.

Key roles (Technical committee ) To advise the National Advisory Committee; To follow up and assess implementation of census activities; and To make recommendations and necessary adaptations to the census programme; Provide guidelines on: What questionnaire topics to be included; and Which technology to be used for Mapping, data capture and processing. To advise the National Advisory Committee on all technical issues …………………….Provide guidelines on what to do regarding:

14 Outsourcing In the previous censuses, NBS did not outsource any census activity instead contracted private/public companies on: Publicity and advocacy; and Some of the GIS activities (digitization) The same is planned to be used for the 2022 PHC

15 Plan for Adoption of Technologies
Plan for adoption of technologies will involve: Capacity development (Staff training) on Mapping, data Capture and Data Processing; Investigation of latest technology and software to be used in: GIS; Data capture and processing Lesson learnt from countries that have used new technologies in mapping, data capture and processing; Procurement of hardware and software; Capacity requirements/Staff training

16 Anticipated Challenges
Capacity requirement of staff; Initial investment cost is high; High Cost of buying gadgets Internet coverage (poor network in some area of the country to ensure uninterrupted transmission of data from all locations); Equipment failure; Loss of equipment; Data Security.

17 DEMARCATION OF ENUMERATION AREAS BY USING “MOBILE GEOGRAPHIC INFORMATION SYSTEM TECHNOLOGY”

18 Introduction The cartographic work for 2012 PHC was done using (Region Swap Technic); The team completed one region before going to another; The exercise in the field included drawing of sketch maps, boundary demarcation, GPS point taking, plotting on the base maps, writing EA description etc.;

19 Introduction…Cont’d The data from field was moved to the office for scanning, geo referencing, digitization, attribution and map finalization; and This method needed a large number of personnel in order for it to be completed at the required time.

20 Methodology The Cartographic work for 2022 PHC preparation will use “Mobile Geographic Information System Technology”; Application of this technology provides a means whereby shape files will be sent directly to the office by using the internet; This technology uses a Mobile Computing Devices (MCDs) such as Trimble Juno 3B or ArcGIS API for Windows phone 7 that uses GIS and GPS technologies to provide geographic information
