What is a Land Bank? A land bank is a public authority created to efficiently acquire, hold, manage, develop, and dispose of vacant and abandoned properties. State law: The Michigan Land Bank Fast Track Authority Act (PA 258 of 2003) creates land banks in Michigan. A few special powers: Hold land tax free Clear title

Background on DLBA 2003 Michigan Land Bank Act signed into law July 2008 City Council approves creation of DLBA Sept 2008 State and City enter into IGA creating DLBA July 2009 First DLBA Board meeting April 2010 First staff person / E.D. hired _______ Dec 2013 New IGA between State and City Jan 2014 New DLBA Board New DLBA Executive Director Feb – present New DLBA staff

Hardest Hit Fund $52.3 Million from US Dept of Treasury Demolish at least 4,500 blighted houses in Detroit Program Restrictions: residential structures owned by the DLBA within HHF target areas Deadline: spend by April 30, 2015 (or lose the money)

Nuisance Abatement Program

Nuisance Abatement Program Criteria: Vacant Nuisance Boarded, open, abandoned and/or neglected Process: Properties are “postered” – 72 hours to contact DLBA to avoid lawsuit Lawsuit is filed, notice of lawsuit is posted on the property Owners have an opportunity to appear in court. [“Blight Docket” established in Wayne County Circuit Court by the Chief Judge] Owners that fail to respond are subject to a default judgment Transfer of title enables abatement through sale of the property to a purchaser who must rehabilitate the premises within six months or through demolition if necessary The end result is a revitalized community, free of drug activity and neglected buildings, in which children can safely play or go to school.

Sales: Auction Started with remaining NSP properties NAP properties will be added www.buildingdetroit.org Currently auctioning 2 homes a day Starting bid: $1,000 All homes require work 6 months to rehab or lose the house (deed in escrow)

Sales: Side Lot Program Eligible Residents will be able to go to www.buildingdetroit.org/sidelots and purchase a side lot Residents must own an occupied house next door to a DLBA owned vacant lot and be current on their taxes Side lots will cost $100, which will be charged online Deeds available for pickup at your District Managers Office Will be launched in mid-late July

Sales: Community Partnership Agreements Nonprofit, faith based or community development organization Three Types of Community Partnerships: 1. Endorsing Partner 2. Blight Removal Partner 3. Redevelopment Partner Will be launched in July

Community Engagement Department of Neighborhoods Partnership Focus on blight (training by DLBA) Disseminate DLBA information to public Receive resident input to inform DLBA priorities and guide DLBA actions Equip Community Groups with Information Blexting Community Presentation Website and Social media
