Gender equality within CES MED implementation Cleaner Energy Saving Mediterranean Cities www.ces-med.eu Gender equality within CES MED implementation EU Treaty and legislation Equality between men and women is a fundamental right and a common principle of the European Union. It is embedded in the Treaty on European Union since 1957, where Art. 2 and 3 (3) indicate that the Community has as its task to eliminate inequalities and promote equality between men and women. Article 157 of the consolidated versions of the Treaty on European Union and the Treaty on the Functioning of the European Union (2012/C 326/01) provides that each Member State shall ensure that the principle of equal pay for male and female workers for equal work or work of equal value is applied.

Gender equality within CES MED implementation Cleaner Energy Saving Mediterranean Cities www.ces-med.eu Gender equality within CES MED implementation EU Gender Equality and gender pay gap The EU Gender Equality Recast Directive (2006/54/EC) on gender equality in the area of employment and occupation in its Specific provisions, Chapter 1, Article 4 prohibits direct and indirect discrimination on grounds of sex for the same work or work to which equal value is attributed; Articles 21 and 23 of the Charter of Fundamental Rights of the European Union also prohibit any discrimination on grounds of sex and enshrine the right to equal treatment between men and women in all areas, including employment, work and pay.

Gender equality within CES MED implementation Cleaner Energy Saving Mediterranean Cities www.ces-med.eu Gender equality within CES MED implementation Council conclusions of 7 March 2011 on European Pact for Gender Equality (2011-2020) (2011/C 155/02) Close the gender gaps in employment and social protection, including the gender pay gap, with a view to meeting the objectives of the Europe 2020 Strategy in three areas - employment, education and promoting social inclusion; Promote better work-life balance for women and men throughout the life-course, so as to enhance gender equality, increase women's participation in the labour market and contribute to meeting the demographic challenges; and Combat all forms of violence against women in order to ensure the full enjoyment by women of their human rights and to achieve gender equality, including with a view to inclusive growth.

Gender equality within CES MED implementation Cleaner Energy Saving Mediterranean Cities www.ces-med.eu Gender equality within CES MED implementation EU Gender Equality in the Arab region The labour markets in the Arab region have some gender characteristics that are similar to those in practically all other world regions: fewer women work than men, many work in different jobs than men, and when they work in broadly similar jobs as men, they tend to be in lower positions and are paid less.

The female force participation rate is only 27 per cent in the Arab countries compared to the global average of 51 per cent . When women are employed, they tend to be predominantly employed in “feminized” industries and occupations in relative isolation from men

Gender equality within CES MED implementation Cleaner Energy Saving Mediterranean Cities www.ces-med.eu Gender equality within CES MED implementation Conclusions and lessons learned: Regardless the fact that Gender equality is not within the main focus of CES MED implementation in our work we apply both EU policies and practices and respect the complexity and specify of our beneficiary region; Overall CES MED respect diversity and enables equal participation of both men and women; If we look at pure statistics women are more than 30% of the experts, beneficiaries and stakeholder groups; CES MED attracts participation only on professional merits, respects cultural differences, human rights and equal involvement of both men and woman.
