Fully coordinated, collaborative and integrated system for all children and families Strong centralized data, outcomes based thinking, regional and state accountability Improved access, quality and equity of early care, health and education for families and young children 0-8 -Complex arena with many stakeholders -How do we create a single and consistent system for children and families in Vermont -All of the parts of our early childhood system are part of a greater whole -What does success look like for our Early Childhood System and how will we know when we get there? -Embed outcomes based thinking in the wider mainstream of “early care as usual” -Data is like a temperature gauge, it tells you when you have a problem, but doesn’t tell you how to fix it

Guides vision and strategy, support aligned activities, establish shared measurement practices, build public will, advance policy, mobilize funding Structure provides capacity to sustain and bring to scale long term systemic change and impact in the community Key idea Vehicle for collective impact -BBF is of service to the ECS Can be difficult to explain (nationally) – -Take credit in Vermont as being an innovative state that has invested in a structure that can support our ECS -Structure allows us to share resources, expand capacity - Vehicle for collective impact

Members understand their role and the role of Building Bright Futures SAC is empowered to advise the governor and legislature on the needs of Vermont’s children and families prenatal through third grade SAC acts in a capacity to support and facilitate solutions for regional councils and state action plan committees SAC is aware of and connected to the needs of children, families and communities in Vermont’s early childhood system - Know our role, inspired and engaged Formal structure to align work with credibility and statutory authority Assure a forum for policy discussion and action Responsive and nimble Looking at the big picture of our ECS Up “on the balcony” of our Early Childhood System

BBF State Advisory Council: Building a Bright Future Building Bright Futures SAC, ACT 104 16 Mandates (summary) “The What” Monitor, Review and Advise on the status and needs of young children ages 0 to 8. Develop an ECE system plan and advise on policy & system changes. Develop, Coordinate and Integrate an ECE budget and reduce duplication of services. Support regional councils. Pursue funding from diverse sources outside of government. Ensure cross-sector, cross agency Data Collection and Analysis. Report to the Governor and General Assembly each biennium on findings and Council progress. -This is the what… which I am confident that we are all aware of, the bigger question for us is the “how” -How do we as a State Advisory Council empower ourselves to take action and drive change for our early childhood system

BBF State Advisory Council: Building a Bright Future Strategic Goals for FY17 Clearly define and message the role of BBF, the State Advisory Council and Regional Councils and Coordinators Develop and implement a shared, core set of principles, policies and procedures binding the SAC , ECAP, and the 12 Regional Councils as a statewide network Develop a structured annual calendar for the SAC that promotes action & decision making -Symbiotic relationship between the Regional Councils and the State Advisory Council -Annual calendar for the SAC that is topic based (top 2-3 priorities for the year) -Focus on form vs function (we want to focus on function)

Communication, Outreach, Stakeholder Development Define and refine our BBF elevator speech, the role of the state advisory council, region councils and early childhood action plan Legislative outreach & development SAC Council members serve as ambassadors for BBF SAC Council nomination process - “All of our issues convene here” -Engagement during the legislative session, we want our legislators to see BBF as the “place to go” for questions about Early Childhood in Vermont -SAC members as ambassadors of BBF, the Regional Councils, Early Childhood Action Plan, VI, Vermont’s children & family Increased involvement by BBF in nomination process Appointments are made by the speaker of the house and the senate committee on

Policy & Procedure Regional Councils Develop and implement a shared set of principles, policy & procedures binding the SAC & 12 Regional Councils Early Childhood Action Plan Establish a formal relationship/authority with the SAC Establish a committee of the co-chairs that present to the SAC Process by which community needs, data, and gaps are identified and brought to the State Advisory Council symbiotic relationship between the SAC and Regional Councils
