Build4Skills - Leveraging the potential of TVET in infrastructure projects Session organized by the Federal Ministry for Economic Cooperation and Development of the Federal Republic of Germany Regional TVET Conference 14.06.2017, Naypyidaw, Myanmar BMZ Department Education and the Digital World

Initiative of the Parliamentary State Secretary and the German ADB and IDB Governor Hans-Joachim Fuchtel: Integration of TVET components into infrastructure projects of development banks - “Build4Skills/Digital TVET Tender” Initiative started in May 2016

Background Until date: The full developmental potential of TVET in infrastructure projects is not sufficiently used in partner countries

Goal Until date: The full developmental potential of TVET in infrastructure projects is not sufficiently used in partner countries Future: Together with regional and multilateral finance institutions BMZ is going to use infrastructure projects as a vehicle for TVET, in order to generate more developmental benefits.

Vision Integrating TVET as a mandatory element in tendering processes and procedures Training of workers in workplace-based settings during the construction phase of infrastructure projects

Benefits provision of high-end infrastructure including TVET, ensuring all social and environmental standards are met a pool of skilled people, employable in other settings involving construction enhanced employability through workplace-based and nationally accredited training Target groups: unemployed youth, untrained workers Partners: International development banks, partner Ministries responsible for TVET, construction companies

German dual TVET as a role model Utilising success factors of the renowned German dual TVET system in the training of workers That means: close collaboration between the government, the private sector and non-governmental actors shared responsibilities and joint financing between the Government and the private sector Which leads to Workers whose competences meet employers’ needs Workers who can transfer their skills from one employer to the next Workers who know how to solve problems and how to learn

Example Project identification: Port construction Quantitative und qualitative manpower analysis based on the demands of the project. Identification and comparison of quantitative and qualitative demands; matching the demand for skilled manpower with the local labor market supply (identifying the skills gap) Design of an “on the job” TVET component, customized to the particular infrastructure project Tender (infrastructure + TVET) Contract award Implementation of “on the job” TVET and infrastructure by the winner of the award in the partner country Monitoring: Ensuring sustainability (Integration of the training programme into the local TVET system, certification, etc.)

Digital TVET Tender Initiative: areas of activity Encourage Early Movers: Integration of initiative into ADB portfolio Encourage Early Movers II: Integration of initiative into IDB portfolio Establishment of a digital platform for analysis, advocacy, cockpit for decision-making

Achievements to date May 16: 49th ADB Annual Meeting in Germany Joint Declaration of Intent on TVET between BMZ and ADB July 16: First Idea developed by Hans-Joachim Fuchtel Sept 16 : First workshop with ADB, DEG, KfW, GIZ in Berlin Oct 16: Prototype of the digital platform developed http://tvet-cockpit.crisscrossed.net/analysis.html Oct 16: Presentation of the initiative at the ADB in Manila: ADB joins initiative.
