July 2017 Special Education Collection Who Submits C4 PIMS Collection? School District of Residence Who Else Submits: Charter School Foster Parent Home District (1305) Who Does Not Submit: Educating LEA (if different that the SD of residence or CS) APS, IU, County Prison, CTC, PRRI, SJCI You Do Not Submit These Students: Students educated in state adult and state juvenile correctional facilities. (These are reported by PA Department of Corrections Education)

July 2017 Special Education Collection What Templates/Which Students? Student and Special Education Snapshot Templates Student Template record must exist in the current school year for the LEA reporting the student in the Special Education Snapshot. ***ALL special education students ages 14 and older as of July 1, 2016 AND any other special education students with a transition plan as part of their IEP*** If any of the these students also exited special education, report their exit date and exit reason. No other special education students should be reported in this collection. Examples 12 year old student with no transition plan that returned to regular education would not be reported. 14 year old student that did not exit special education during the school year would be reported regardless of whether or not the student has a transition plan. 13 year old student with a transition plan that exited special education would be reported including exit information.

July 2017 Special Education Collection New Fields in Special Education Snapshot Template (All Y/N) 45 - Does student have a transition plan as part of their IEP? (If Y, then 73-76 are required) 73 - Does IEP contain new services that support Paid Work Based Learning Experiences in a competitive (at least minimum wage) integrated setting? 74 - Does IEP contain services that include job supports/coaching? 75 - Does IEP contain services that include Career Development and Job Exploration? 76 - Has the Transition IEP been modified to include services that support Paid Work-Based Learning Experiences in a competitive (at least minimum wage) integrated setting?

July 2017 Special Education Collection DQE Rules If 14 or older as of 7/1/16– Transition IEP Status Code (45) cannot be blank If Transition IEP Status Code (45) = Y then field remaining transition fields (73-76) cannot be blank If Reason for Exiting (52) = Graduated (01) 16 or older as of 12/1/16 If Reason for Exiting (52) = Reached Max Age (03) 20 or older as of 12/1/16 If Reason for Exiting (52) = Transferred to Regular Education (05) then Special Education (38) must equal E. Field 38= Y for all other records regardless of exit reason.

July 2017 Special Education Collection Other Considerations Can a student 14 or older as of 7/1/16 have an N in IEP Transition Status Code (45)? – Yes Can the LEA answer Y to field 45 and N to 73-76? - Yes Moved within PA, known to be continuing – Optional Code 99 will be added for the 1718 SY 1617 SY - students that moved within PA that are 14 or older or have a transition plan, you have two options. 1.Keep them in the submission, and remove the exit date and exit reason 2.Remove them completely from the submission. In future years they can remain in the collection with code 99 and PDE will remove them from the LEA submission.

July 2017 Special Education Collection Other Considerations If the student graduated report them as a Graduate (Exit Reason 01) regardless of the student’s age. Very few students should be reported as Reached Max Age Grad Status Codes E/F will be removed for 1718

Special Education Referrals Scenario 1 If a student is receiving services from the district of residence or charter school, • Field 167 (Special Education Referral) = N • Field 217 (District of Enrollment Code) = Field 1 • Reporting LEA (SD or CS) must submit enrollment record Scenario 2 If a student is receiving 100 percent of his/her services from a PIMS reporting agency (another SD, CS, CTC, IU, APS, PRRI, SJCI), • Field 167 = Y • Field 217 = AUN of Educating LEA • Reporting LEA (SD or CS) does not submit an enrollment record The enrollment record will be submitted by the educating LEA Scenario 3 If a student is receiving 100 percent of his/her services from a non-PIMS-reporting agency, • Field 167 = N • Field 217 = Field 1 (SD or CS) • Reporting LEA (SD or CS) must submit enrollment record Field 2 in the school enrollment template must match field 2 in the Student template

July 2017 Special Education Collection Tables Information on Tables is collected through the IU Required Tables are 1, 2, 3, 8A (only selected schools), 9A, and 13 Tables are sent to IU and processed through Spot Checker When LEA data is error free, IU contacts Penn Data and final tables are created

July 2017 Special Education Collection TABLE 3 Personnel (In Full-Time Equivalency of Assignment) To Provide Special Education and Related Services for Children with Disabilities, Ages 3-21 by LEA Audiologists / Speech-Language Pathologists / Interpreters Psychologists / Occupational Therapists / Physical Therapists Physical Education Teachers and Recreation and Therapeutic Recreation Specialists / Social Workers / Medical/Nursing Service Staff / Counselors and Rehabilitation Counselors / Orientation and Mobility Specialists Total Fully Certified and Total Not Fully Certified for each Related Service. While we realize there are many other Related Services Personnel positions within a LEA, those listed above are the only positions required for reporting to OSEP.

July 2017 Special Education Collection TABLE 9A Report of Children with Disabilities Subject to Disciplinary Removal from July 1, 2016 through June 30, 2017 by Student Table 9A contain 5 separate categories *Unilateral removal to an Interim Alternative Educational Setting by School Personnel for one of 3 reasons; Drugs, Weapons, Serious Bodily Injury. Child counted only one time no matter how many removals. *Removals to an Interim Alternative Setting by a Hearing Officer regarding likely injury. (Very few state-wide)

July 2017 Special Education Collection TABLE 9A Continued… Column 5 is a report of disciplinary removals. In column 5A, report the number of times any child with a disability was subject to any kind of disciplinary removal during the school year. When counting disciplinary removals, include in-school suspensions, out of-school suspensions, expulsions, removals by school personnel to an interim alternative educational setting for drug or weapon offenses or serious bodily injury, and removals by hearing officer for likely injury to self or others. Note that column 5A is a report of disciplinary events, NOT, children. If a child has more than one disciplinary removal in the school year, then each removal should be reported in column 5A.
