Federal Aircraft Disposal GSA Region 9 in San Francisco is responsible for disposal of all federal aircraft. What happens when aircraft become excess to federal agency needs?

Here is a Typical Title FMR Title 41 102-36.340 states that Federal agencies must report to GSA all excess aircraft, regardless of condition or dollar value. DOD 4160.21-M Volume 4 states that DLA Disposition Services sites will not screen or report aircraft. The Military Department will report flyable aircraft to General Services Administration (GSA), Region 9 (Pacific Rim Region). (2) This policy applies to all aircraft; however, processing procedures may vary for aircraft located at the Aerospace Maintenance and Regeneration Group (AMARG).

What is the process for reporting excess aircraft? Submit a Standard Form (SF) 120, Report of Excess Personal Property to GSA (Federal Acquisition Service (FAS) Region 9. Submit Electronically to GSA's Federal Disposal System via our website at www.GSAXcess.gov. Stock Classes: 1510, 1520, 1550

Include the following information (1) Manufacturer, date of manufacture, model, serial number. (2) Major components missing from the aircraft (such as engines, electronics). (3) Whether or not the: (i) Aircraft is operational; (ii) Dataplate is available; (iii) Historical and maintenance records are available; (iv) Aircraft has been previously certificated by the Federal Aviation Administration (FAA) and/or has been maintained to FAA airworthiness standards; (v) Aircraft was previously used for non-flight purposes (i.e., ground training or static display), and has been subjected to extensive disassembly and re-assembly procedures for ground training, or repeated burning for fire-fighting training purposes.

Screening Aircraft: Letter of Intent Non-profits and Public Agencies: -Number and type of current aircraft. -Description of program. -Intended use SBA 8(A) Participants: -SBA approval for the specific aircraft. -Aircraft are within their business requirements/plan. -Graduation date is at minimum 5 years away

Screening Aircraft: Letter of Intent For Flyable Non-Combat Aircraft: -The Transfer Order number and tail number of the aircraft requested; -A general description of the activity (which, at a minimum, will address the number of licensed pilots); -A detailed justification for acquiring the aircraft; -The number of aircraft already owned; -Approval or concurrence by oversight authority or budget authority ([Board of Trustees, for example] as an attachment to the Application Letter); -Whether or not a request for any aircraft has been denied in the past 3 years and, if so, why, {for material reasons with the application, not simply for having lost the competition for an aircraft); and -If the activity has been found to be in violation of a Federal civil rights statute or program requirement in the past 3 years and disposition of such violation.
