STATCAP What is STATCAP ? A World Bank lending program For financing implementation of NSDS Part of regular IDA/IBRD lending program –For IDA countries, could be a grant Amount: as little as $1m, to over $100m

STATCAP What can STATCAP finance? Development of statistical infrastructure –Business register, sampling frames, classifications, database structures, GIS Physical infrastructure and equipment Statistical operations Human resource development Improvement of statistical regulatory framework

STATCAP What are the eligibility criteria ? Availability of a NSDS –Could be financed through TFSCB grant Willingness to comply with good statistical practice Participation in global development and monitoring activities Sustainable implementation arrangements National commitment and leadership

STATCAP Process Prepare the NSDS Decide what STATCAP will finance Prepare a Project Appraisal Document –By a World Bank staff (use PAD template) Negotiation –Conditions (e.g. inter-agency committees) Approval at Regional VP level

STATCAP Simple but still challenging STATCAP is part of country IDA/IBRD envelope Will have to compete with other priorities Requires champions –In the country –At the World Bank

STATCAP Advantages Timing and availability of funds –Fund availability when needed –Less dependent on ad-hoc external funding Flexible –Finances one or multiple NSDS components –For long-term: can have several linked projects Can serve as a coordination mechanism Contact:
