Tennessee Higher Education Commission Drive to 55 Governor Bill Haslam’s attainment goal –By 2025, 55 percent of working age adults in Tennessee with have a postsecondary credential. –Goal set based on findings of A Decade Behind report from CEW (Carnevale and Smith, 2012) Currently: ~39 percent attainment –33.8 percent have AA or higher (ACS) –~4-5 percent (conservatively) have postsecondary certificates

Tennessee Higher Education Commission Structure of Tennessee Promise Last dollar scholarship for recent high school grads to attend a community or technical college in Tennessee –13 community colleges, 27 TCATs Students paired with a mentor –College-educated adult in community –Low-touch mentoring Eight hours of community service each term

College-going Rate Fall 2015 CGR: 62.5 percent –One-year increase of 4.6 percentage points (Fall 2014 CGR: 57.9 percent) –Approximately 4,000 new entrants into higher education in Tennessee. Most at CCs and TCATs, right out of high school

Tennessee Higher Education Commission FAFSA filing Tennessee is #1 state for FAFSA filing –~70 percent of senior class (2015) filed a FAFSA. –Increase of 12 percentage points over 12 months. –Tennessee comprised 40 percent of all FAFSA growth nationwide in 2015.

Tennessee Higher Education Commission Loan take-up In Fall 2015, 17 percent fewer students originated federal loans, as compared to Fall –At some community colleges, decrease as much as 25 percent. Average federal loan amount decreased by ~12 percent

Tennessee Higher Education Commission Fall-Spring retention 80.6 percent of Tennessee Promise students persisted Fall-Spring. –78.5 percent at CCs –94.7 percent at TCATs In prior years: –~80 percent retention of first-time freshmen, right out of high school at CCs –~70 percent of ALL students at CCs

Tennessee Higher Education Commission Fall 2015 GPAs First-time, full time freshmen right out of high school at CCs: 2.03 –Lower than prior years. –Effect of co-requisite remediation model? Effect of increased enrollment? First-time, full time freshmen right out of high school at universities: 2.71 –Varies by institution; similar to prior years.
