Post-BREXIT Possibilities

Outline Research Funding – Discussion Possibilities – Discussion Residence Issues – Discussion Student Issues – Discussion Jo Johnson Statement – Discussion

Research Funding Speaking at a House Common debate on 27 June, the first after the referendum on the UK’s membership of the EU, Cameron said that all Horizon 2020 contracts “will be honoured for their duration”. “Science is an area in which we get more out from Europe than we put in and we’ll certainly want to safeguard that for the future,” Cameron said.

Research Funding However, it will be a task for the next prime minister to decide whether the UK remains in the European Economic Area and under what terms, as well as what would happen to the UK’s access to Horizon 2020 after Brexit takes place, he said. Cameron added that the UK’s stance on freedom of movement would also be decided and negotiated by his successor.

Research Funding A senior official from the European Commission’s Directorate-General for Research and Innovation confirmed to our sister publication Research Europe that the UK would continue to be a full member of the EU and to have the same rights and obligations in terms of research until the end of the negotiations. The calls that are launched before the date on which the UK leaves the EU should remain accessible to the UK, the same source said.

Discussion

Residence Issues Restoring public trust in immigration policy - a points-based non-discriminatory immigration system Statement by Michael Gove, Boris Johnson, Priti Patel, and Gisela Stuart (June 01, 2016) First, there will be no change for Irish citizens. The right of Irish citizens to enter, reside and work in the UK is already enshrined in our law. This will be entirely unaffected by a vote to leave on 23 June. Second, there will be no change for EU citizens already lawfully resident in the UK. These EU citizens will automatically be granted indefinite leave to remain in the UK and will be treated no less favourably than they are at present.

Discussion

Student Issues Changes will not affect current students. The principal has said: “As far as our EU students are concerned, it is particularly important to note that, as things currently stand, there will be no change for existing and future EU students arriving in 16/17 and 17/18 for the duration of their studies.” Higher Education Funding is a devolved matter so future funding is a matter for the Scottish Parliament.

Discussion

Jo Johnson Statement EU student/staff status As the Prime Minister has stated, there will be no immediate changes following the EU Referendum, including in the circumstances of British citizens living in the EU, and European citizens living here. This includes those studying or working at UK universities. For students, visitors, businesses and entrepreneurs who are already in the UK or who wish to come here, there will be no immediate change to our visa policies.

Jo Johnson Statement Erasmus+ The referendum result does not affect students studying in the EU, beneficiaries of Erasmus+ or those considering applying in 2017. The UK’s future access to the Erasmus+ programme will be determined as a part of wider discussions with the EU. More broadly, existing UK students studying in the EU, and those looking to start in the next academic year, will continue to be subject to current arrangements.

Jo Johnson Statement Horizon 2020 research funding The referendum result has no immediate effect on those applying to or participating in Horizon 2020. UK participants can continue to apply to the programme in the usual way. The future of UK access to European science funding will be a matter for future discussions. Government is determined to ensure that the UK continues to play a leading role in European and international research.
