TKM Approach to SDG Roll out RBEC Coordination Officers meeting Brussels, June 2016

Pre-requisites 1.Limited access to data 2.No formal adoption of the MDG framework, not integrated into national policy making 3.Previous experience of UNCT advocacy to engage with SDG agenda with 2 national consultations 4.Opportunity to integrate SDGs into National Development Programme (NDP) UNCT commitment to roll out SDGs as a team 6.GOV commitment to implement SDGs at the local level

Process A 3 stage process of SDG rollout approved to: -Identify WHAT goals, targets and indicators the GOV will adopt over the next 15 years; -Provide an opportunity for in depth discussion of what each goal, target and indicator; -Discuss sensitive targets and indicators that would otherwise not be discussed (Goal 1 and Goal 3); -Build a trusting relationship with Government so that they feel comfortable to work with us going forward. -Establishment of a joint UN-Government SDG TASK Group that approved the process

Three Stage Approach Stage 1 Action -National consultations with key sector ministries to agree on the adoption of relevant SDG targets and indicators across all the Goals Expected Result A list of agreed SDGs, targets and indicators agreed for submission to COM for approval Stage 2 Actions Integrate adopted SDGs, targets and indicators into NDP Integrate adopted SDGs, targets and indicators into sector plans/strategies Expected Results NDP prepared using the SDG framework Sector plans/strategies have SDGs integrated where appropriate

Three Stage Approach Stage 3 Actions 1.Define the measuring systems (including upgrades) required to measure progress in SDGs, targets and indicators in Line ministries 2. 17 Days of Consultations, March One day per every Goal 2. Every Goal was co-led by a National Ministry and UN Agency 3. I n-depth discussions of SDG targets and indicators 4. Compiling list of SDG targets and indicators recommended for adoption 5. An opportunity to adjust SDGs or define national indicators national representatives for each meeting, with overall people attending the discussion 6. Every meeting had 2 reps from SSC Such approach ensured continuity of discussions and contributed to enhancing ownership of the process

Results

Next Steps The approval of the list of recommended SDG targets and indicators is awaited from the Cabinet of Ministers Rollout Stage Two: the Ministry of Economy and Development is now being supported to integrate the adopted SDGs, targets and indicators into NDP and to sector plans. Additionally, the UN agencies are supporting the line ministries to include jointly developed national policies and strategies into the PP Roll out Stage Three: support is being provided to the SSC and line ministries with necessary upgrades of the existing statistical system to measure progress on SDGs

Challenges and Lessons Learnt Challenges Most SDGs do not have methodologies for measurement. SSC can measure and report only data pertaining to state statistics. What about SDG indicators not related to state statistics? Who will compile and report them? Coordination, Analysis and Reporting Roles not defined yet. MFA – Ministry of Economy – SSC? Lessons National ownership is key and UN agencies support was vital. Extensive preparation by the co-leads helped the discussions. Presence of right national experts
