Housing and the SHLAA National Planning Policy Framework: Preparation of a... ‘Strategic Housing Land Availability Assessment (SHLAA) to establish realistic assumptions about the availability, suitability and the likely economic viability of land to meet the identified need for housing over the plan period’.

National Planning Policy Framework: ‘identify and update annually a supply of specific deliverable sites sufficient to provide five years worth of housing against their housing requirements with an additional buffer of 5%’ ‘ identify a supply of specific, developable sites or broad locations for growth, for years 6-10 and, where possible, for years 11-15’ If we cannot demonstrate a 5 year supply of sites, plus 5%, policies re supply of housing are considered out-of-date

The SHLAA – for the avoidance of doubt.... Expression of landowner interest only – any owner can submit Inclusion of sites does not imply site is suitable for development or planning applications looked on more favourably Sites not in SHLAA can still be developed – landowners can submit sites at anytime or apply for planning permission SHLAA will inform Wiltshire Sites Allocations plan and neighbourhood plan if you decide to allocate sites

Wiltshire Core Strategy “Within the limits of development...presumption in favour of sustainable development...at Market towns” eg Calne “Development outside of the limits of development will only be permitted where it has been identified through community-led planning policy documents including neighbourhood plans, or a Site Allocations plan produced by Wiltshire Council....” Wiltshire Council is undertaking a Site Allocations plan to show continuous supply of sites - aim to adopt July Will incorporate review of settlement boundary...

Neighbourhood plan – allocate housing sites or not? Does not have to allocate sites for housing – can focus on other land- use/development issues eg community facilities, open space, employment, transport, urban design, renewable energy....etc etc Or a housing policy could focus on design, mix, density, affordable... If allocating sites – evidence based and transparent process based on clear planning criteria Look at SHLAA – have open discussions with landowners to be clear on their expectations and site availability

And finally.... Housing development should be about creating distinctive places...consider mixed-use developments that reduce the need to travel. Successful housing developments rely not just on the houses, but on community facilities, public transport and good linkages to surrounding areas. ANY QUESTIONS?
