Working method used  Participatory bottom-up approach in the different planning phases, through an active involvement of both key actors and beneficiaries of the different measures.  The partnership has been involved since the very early stage of the plan: from the definition to the drafting of the plan. Why having an Energy Efficiency plan Energy efficiency will become a guiding principle of the regional policy: The plan is a driver for the achievement of EU targets (renewable energies - CO 2 reduction – energy saving). At the same time it represents a real opportunity for the development and economic recovery of the island, since it: 1)Stimulates the competitiveness of our enterprises 2) Releases sources of funding for technological investment, innovation and human capital 3)Gives input for the creation of new entrepreneurship dealing with innovation, research and development 4)Stimulates the building sector Bruxelles - 27 th June 2013 Energy Efficiency Action Plan

Bruxelles - 27th June 2013 What is energy efficiency? EE is a mix of planning, scheduling actions, and realization of operational tools and strategies aimed at saving energy under the same offered services. Efficiency refers to the whole energy system and it means capacity to guarantee the supply of a service (for example: lighting) through a lower use of primary energy sources. What is energy saving? Energy saving is a mix of planning and scheduling actions which allow to reduce energy bills (for example: choosing an energy supplier in accordance with the most appropriate needs of each single user). Bruxelles - 27th June 2013 Priorities to be added in POR Research, innovation and development of smart grids and energy storage systems aimed at developing productive clusters Region of Sardinia, thanks to its territorial specificities, is an excellent place for testing new integrated management of energy systems according to “smart” methodologies. Actions: implement the smart grid research sector and storage systems already started by Sardinia region in cooperation with research centres, regional laboratories, universities and national centres. Expected results: development of innovation and research cluster together with its related production one. Energy Efficiency Action Plan

Bruxelles - 27 thJune 2013 Priorities to be added in POR Energy efficiency in public buildings through the use of natural and sustainable building materials, by improving energy services. According to energy efficiency directive 27/2012/UE, local authorities have to perform an “exemplary role” in the field of energy efficiency, by guaranteeing that, starting from January 1st 2014, a certain number of public buildings has to be renovated each year, in order to respect the minimum requirements of energy performance. Actions: energy monitoring and energy audit, interventions for efficiency of energy plants, thermal isolation and dossier for the management and maintenance of public buildings estate, in constant relation with the surrounding environment. Improving the ESCO model to foster the investments. Expected results: to stimulate the recovery of building market and to introduce social behaviors aimed at energy saving. Such results should be preferably accompanied by the development of energy services (ESCO) and by promoting the use of natural and sustainable materials coming also from the local market. Priorities to be added in POR Energy efficiency of industrial sector also through ESCO services. Energy management is crucial for the competitiveness of our enterprises (iron and steel industry, cement, chemistry, paper, etc). Enterprises shall monitor energy consumption by implementing solutions aimed at minimize its use. For the concerned enterprises this type of intervention will have a strategic impact since it is aimed at optimizing the productive chain, by implementing new technologies or improving the already available ones. Actions : energy audits, implementation of energy monitoring systems, identification and assessment of potential improvement of energy efficiency and achievement of electric and thermal savings also through ESCO when possible. Expected results: increasing the competitiveness of Sardinian enterprises and creation of new entrepreneurship linked to innovation and development sector.
