To assist Thai parliament by strengthening non-partisan national budget analysis and assessment in Thailand through the establishment of an independent budget analysis office within the King Prajadhipok’s Institute. 3

1.Raise awareness of the Independent Budget Office 2.Develop an organizational chart, finalize the recruitment policies, and develop an operational manual for the independent budget office. 3.Conduct a Training of Trainers program for the independent budget office staff who will then design and deliver a training program targeted at parliamentarians, parliamentary staff and civil society organizations on how to use budget analysis developed by the independent budget office. 11

14 Maintaining high level of enthusiasm among original Thai PBO members Recruiting high-quality Thai PBO staff (esp. for the PBO HR unit) Searching for the first Thai PBO chief. Passing the Thai PBO Bill –A majority of MPs do not want to scrutinize the government, hence show no interest in PBO (if not being actively opposed). –A need to ‘go slow’, waiting until networking and awareness programs prove successful.

15 The House of Representatives established a “PBO” under the administrative office in March This unit will have a total of 31 positions, but now has 19 staff members. Allow hiring external professionals to work and train PBO staff according to the PBO’s mandate. These staff members are now participating in the Training of Trainers Program (April-June 2015), run by KPI and TDRI.
