Owned by U.S. Army 17.9 acres located at the intersection of Interstate 70 and Goodfellow 3 mile radius population of approx. 140, ,000 cars pass site daily Since WWII, used for production of small arms ammunition and howitzer shells Closed in 1995 with loss of approx. 4,500 jobs St. Louis Army Ammunition Plant (SLAAP)

Create employment opportunities and retail services Expand retail, commercial and/or light industrial opportunities including high-technology enterprises Enhance City’s tax base Aesthetically attractive development with improved access to site Development Goals

SLAAP declared “excess” and “surplus” to federal government’s needs Local control achieved through a “negotiated disposal” under 40 USC § 545(b)(8) Immediate title transfer from LCRA to private developer selected via RFP process “Early” means that the federal government is transferring the site prior to all environmental conditions being addressed 42 USC § 9620(h)(3)(c) Price charged by federal government will take environmental condition into account Selected Developer must sign “Consent Agreement” with MDNR regarding site cleanup Upon selection of developer and agreement in principle with the MDNR as to Consent Agreement’s terms and conditions, Army and Governor Holden will execute documents authorizing transfer of title (FOSET) Under § 222 of the Small Business Liability Relief and Brownfields Revitalization Act (P.L ).
