Communication  Faults, upgrades, format changes management need a clear communication channel  This does not exist yet or is split across different networks  Community of users is growing and varied  Can WIGOS help to create this channel ?  Guidance appreciated  Or JCOMMOPS could host it (mailing list, news feed, etc)  And then encourage its community to use it.
