Who is responsible for enforcing the rules?

Raceday Judicial Hearings

CHARGE (careless driving/riding, excessive use of whip etc.) REQUEST for a RULING (e.g. horse denied fair start, rider disputes) PROTEST

Before the hearing begins

 The Chair of the Judicial Committee decides when the hearing will take place.  If you do not feel ready or need more time you can request the Chair hold the hearing later in the day.  If the charge is serious it will probably be adjourned to another day.  Guidelines also exist for late night hearings

You have equal rights with the stipendiary stewards. A Junior Driver “must be assisted” by their employer, a senior driver, or trainer at the hearing. During the Hearing Driver/Rider (Respondent) Stipendiary Stewards

TIME FOR FILING APPEAL 1002 (1) A person who or body which wishes to appeal against a decision of a Judicial Committee in respect of any matter which arose on the day of the relevant Race Meeting (whether or not it was finally concluded on that day) must, not later than 4.00 pm on the third working day after and exclusive of the date on which the decision of the Judicial Committee was given in writing, file with the Page 119 of 168 Appeals Tribunal a notice of appeal in the appropriate form determined by NZTR and a filing fee the amount of which shall be set, from time to time, by NZTR. The notice and the filing fee must both reach the Appeals Tribunal by that time. Protests

Immediately following the race, connections (Rider/Driver/ Trainer) or Stewards decide to lodge a protest. Siren sounds. All parties go straight to the judicial room. An information is filled out by the Stipendiary Stewards. The Stewards will be asked for their assessment of the incident. The Chairperson invites whomever lodged the protest to show the films and present their case. Judicial Committee upholds the protest and placings are amended. The connections of the horse who caused the alleged interference are asked to reply. Judicial Committee dismisses the protest and placings are confirmed. The Judicial Committee asks everyone to leave the room while they deliberate
