Summary Charge more/less for certain content online Arguments for: o More users = heavy burden o Charge more for heavy traffic (video streaming) Arguments against: o Internet should be free/open to all o Should not create levels of access Specific case: o P2P throttling(Comcast)

8-Step Process (1 of 2) 1.Summary: Open internet vs tiers based on price 2.Parties and expectations: o Corporations : Charge more for certain content o General public : Keep internet open 3.Three possible solutions: 1) Charge based on very specific content type & duration of use A.Best case: Public keeps using Internet in the same way despite cost B.Worst case: Public starts to discriminate towards cheaper content 2)Put govt. in charge of internet; make it totally “free” and open A.Best case: All people have access; govt. maintains good infrastructure B.Worst case: Govt. does bad job; internet falls apart 3)Keep the internet as is: charge based on speed alone A.Best case: Internet providers still make profit; public satisfied B.Worst case: Internet providers burdened with upkeep; no innovation
