“Towards Integration A City Framework” is a strategic initiative of Dublin City Development Board led by Dublin City Council to develop a whole city approach to integration. “While management of immigration is a matter for government, integration is a responsibility which falls on the city and its network of agencies.”

Towards Integration – A City Framework Integration Framework  The policy framework outlines the context of migration and settlement patterns in the city for the first time.  It sets a starting point to encourage all the partners/stakeholders at city level, in particular public service providers, to take ownership of integration, to review and adapt their organisation and business processes to ensure that accessibility to information and services takes account of the new reality and diversity of the city population.

Towards Integration – A City Framework Integration Framework  It consolidates research and information and draws on evolving national policy, European principles on integration and the experience of cities with a migration history.  It identifies key issues on information, services and barriers to progress.  It sets out a policy framework and a template for actions.

Towards Integration – A City Framework The leaders of key state and city organisations come together in City Hall to sign a formal Declaration on Integration for Dublin City. This Declaration is unique in the Irish context establishing a pact on integration at city level and a strong message of commitment to the immigrant population of the city. Towards Integration – A City Framework Dublin City Council Charter of Commitment 1. Act as a focal point for Integration in the City through strong civic and political leadership and build a strong knowledge base through active participation in local/national/international networks. 2.Promote and support the implementation of the integration process in partnership with all stakeholders. 3. Establish an Annual Integration Dialogue and facilitate and support Integration Forums at area level. 4. Establish a Migrant Forum as a channel of communication on migrant issues at city level. 5. Promote and support the development of City Intercultural Centre as a centre of culture, learning and exchange, and training resource.

Dublin City Council Charter of Commitment 6. Progress the implementation of Traveller Inter Agency Initiatives on employment, education, health and delivery of programme of accommodation 7. Ensure supports for, and build the capacity of, ethnic-led organisations to ensure full participation in economic social cultural and political life of the city. 8. Establish integration as a core element of business processes and strategic planning in the organisation. 9. Commit to international best practice, and action through the UNESCO Charter and European Coalition of Cities Against Racism. 10. Monitor and review activities, progress and outcomes and report on them publicly.
