Presentation transcript:

Ocean Tracking Network I have since 2008, been data management director for the Ocean Tracking Network (OTN) at Dalhousie University and since 2012 been chairman of the Canadian National Committee for CODATA (Committee on Data for Science and Technology). Before OTN, I was a fisheries biologist and data manager at the Bedford Institute of Oceanography and before 1980 was a systems analyst and computer programmer for Nova Scotia Power Corporation. I graduated from Dalhousie University in … Open Data and Information for a Changing Planet

Ocean Tracking Network To answer questions like: How might ocean change affect animal behaviour? Will some species flourish while others die? Might some migrate to more suitable habitat? What is impact on fishery management plans? Knowledge on where animals go and what they do.

Why OTN developed as it did? ~54.3 million records 59 species 15 ocean regions 177 projects 81 institutions 16 countries 85% of OTN data are volunteered by external sources Researchers worldwide are continually pressing for standards and protocols to allow universal storage and sharing of a broad spectrum of biological and physical oceanographic information.

Intelligent Open Data … OECD Develop policies covering responsibilities of various parties involved in data-related activities Negotiate data sharing arrangements at initial proposal stage. Reward initial contributors with temporary exclusive use of data. Develop a secure and easy to use Internet systems. Be explicit about standards and promote / adopt most advanced practices. CFI / NSERC 2011 Canadian Research Data Summit data from public funded research should be openly available in a timely manner as a condition of funding Exceptions being sought by OTN include: not reporting location information on endangered species as a means of protecting them from illegal harvest, protecting the thesis data for Highly Qualified Personnel who are in training.

Breaking News: IOOS® Z-GRAM – 28 June 2013 Animal Telemetry: OTN, a project of Global Ocean Observing System (GOOS), led by Canada, has accepted to adopt the Animal Acoustic Telemetry (AAT) Data solutions recently reconciled by U.S. IOOS, NANOOS, OTN, and Australia’s Integrated Marine Observing System (IMOS) and other partners. These data solutions include a) standard AAT data content and standard discovery metadata (based on FGDC and ISO) and b) standard access using ERDDAP and GEOSERVER services. These AAT data solutions are expected to facilitate data exchange between data centers, unite oceanographers and trackers and users getting the data they want in formats they need. See also:
