INSPIRE Directive The INSPIRE Directive came into force during 2007 and full implementation is required by Scope: The INSPIRE Directive aims to create a European Union (EU) spatial data infrastructure that will enable sharing of environmental spatial information among public sector organizations and better facilitate public access to spatial information across Europe. INSPIRE is based on a number of common principles: Data should be collected only once and kept where it can be maintained most effectively. It should be possible to combine seamless spatial information from different sources across Europe and share it with many users and applications. It should be possible for information collected at one level/scale to be shared with all levels/scales; detailed for thorough investigations, general for strategic purposes. Geographic information needed for good governance at all levels should be readily and transparently available. Easy to find what geographic information is available, how it can be used to meet a particular need, and under which conditions it can be acquired and used.

INSPIRATION Project The project's implementation period is from 1 Jan, 2012 to 31 Dec, The beneficiary countries are Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, and Kosovo. Objectives: increase comprehensive and comparable information within and between beneficiaries on the status of land administration and spatial data infrastructure to guide reform priorities, policy development and legislative improvements; increase efficient institutional frameworks and technical arrangements; review legislation regarding SDI framework reviewed for implementation in each beneficiary; clarify information on the state of play and needs in terms of capacity and skills and analysis for future improvement of training and education offered; enhance awareness in NSDI/INSPIRE among the general public and government. Activities: Activity 1 - Policy, institutional and legislative framework analyses Activity 2 - Capacity building and knowledge transfer Activity 3 - Awareness raising and communication

Federal Administration for Geodetic and Real Property Affairs of the Federation of Bosnia and Herzegovina; 4. Kosovo Cadastral Agency; 5. Republic Geodetic Authority of the Republic of Serbia; 6. Republic Administration for Geodetic and Real Property Affairs of the Republika Srpska; 7. Immovable Property Registration Office and State Authority for Geospatial Information of the Republic of Albania; 8. Real Estate Administration of Montenegro.

IMPULS Project (SIDA founded project under the administration of Lantmäteriet and SGA of the Republic of Croatia) WP1 – Project Management and Administration WP2 – Data Sharing Policy and Regulations WP3 – Data Harmonization WP4 – Metadata and Quality Evaluation WP5 – Dissemination: o Services o Portal (s) WP6 – Benefits: o Demonstrations o Pilot implementation -Memorandum of Agreement on the cooperation in the field of the spatial information infrastructure among (is concluded for the period of three (3) years and is extended automatically thereafter by the following periods of three (3) years); -Data sharing agreement for the Impuls Project (singed by all the countries, except Serbia).

The Expected Project Impact INSPIRE Directive is implemented in the region, enabling the beneficiary countries to meet the EU-requirements in this area. Interoperable content and services are delivered efficiently, supporting the development of e-government in each country as well as adding value to government and local administration, all in accordance with the Public Sector Information (PSI) Directive. Implementation of the INSPIRE Directive, supported through this project, has contributed to the economic development, transparency of ownership and anticorruption processes, in accordance with SEE 2020 (specifically in the dimensions ‘Competitiveness’, ‘Effective public services’ and ‘Anti-corruption’.

IMPULS Outcomes 1.Beneficiary Organizations understand how they contribute to an efficient SDI and have a clear view of the different SDI roles (user, producer and coordinator) and there are mutual respects between agencies having these roles throughout the region; 2.Beneficiary Organizations are using data from other sources, both national and regional, and using the different components in the SDI (meta data, portal, services etc.) when producing, using and providing data; 3. Beneficiary Organisations are proactively driving the SDI-work and removing obstacles to share data in the region as well as actively developing and promoting National SDI’s. Beneficiary Organisations are working in national and regional forums with different organisations as the normal way of working, using the network and roles initiated by the IMPULS project for regular meetings and ad hoc task force when needed.

Albanian Immovable Property System Registration systems known in Albania : 1.Cadastral Register - The aim of this register was to create a detailed inventory of properties; 2.Land Register – the aim of this register was to register all the ownership legal acts. Registrtation system known in Albania 1997 – onging (IPRO was founded ny the Law No. 7843, date “On the Registration of Immovable Properties”, amended with the Law No. 33/2012 “On the Registration of Immovable Properties”): 1. Immovable property register (geographical position of an immovable property (cadastral map) and first registration (Kartela))
