Why do we need a new approach? The number of young people in Suffolk aged who are NEET are reducing year on year, but; We are above the England average and we are not closing the gap 5 Year NEET Trends Suffolk – England comparison, Age 16-18

Key Principles Locality Early Help Teams will lead the work to reduce the number of young people who are NEET (post 16) or who are vulnerable to becoming NEET (pre 16 & post 16). Schools and learning providers are responsible for supporting young people to progress EHT transition work adds value but does not replace the core responsibilities of providers

What will the changes mean? Improving working relationships with schools and post 16 providers Additional capacity in Early Help Teams to support young people to make a successful transition post 16 More co-ordinated and straightforward data returns when required

EHT “Transition Workers” Act as the main point of contact between individual education providers and Early Help Teams. Hold a caseload of pre 16 young people with complex needs and 16–18 young people who are NEET or at risk of becoming NEET. Specialist Youth Support Worker Hold a caseload of pre 16 young people who are at risk of becoming NEET. Work closely with school and other professionals to meet the young person’s needs with 1:1 support and group work. Transition Coach Find up to date information about young people’s current situation. Deliver targeted information sessions for young people. Support young people to find appropriate local support. Youth Support Worker

The Offer Pre 16 Work with young people in Years 10 and 11 who are at the highest risk of disengaging from post 16 learning Transition Worker caseload for one to one and group work One young person – one lead professional Specialist support on transition for other lead professionals

The Offer Post 16 Screening process to identify YP who need support and to refer on: Early Help Teams to work with 16 and 17 year olds deemed to need intensive support and where no other agency has that role Where appropriate a ‘warm handover’ to MyGo, Jobcentre Plus Early Help Teams are responsible for tracking YP

Working with Others Learning Providers (Schools and post 16 providers) Other professionals who work 1:1 with young people (SCC and others) Jobcentre Plus MyGo Other agencies who offer activities / support relevant to transition

Measuring Success Primarily through a reduction in NEET figures, at both age 16 and age 17 Monitored by the SCC Raising Participation Delivery Board
