The F ederal E mergency M anagement A gency FEMA is the lead federal agency responsible to coordinate response and recovery support for disaster relief operations, including contracting support. Department of Homeland Security DoD does not augment other federal agencies with contracting staff, but can support specific contracted related tasks as directed by the President or Secretary of Defense. Military forces operating in domestic support operations should avoid competing with state and federal agencies for limited local commercial resources. –keep contracted support (less systems support contracts) to the deployed force to a minimum 9 - 4
