STATE OF ALASKA’S 1915(c) WAIVER RENEWAL APPLICATIONS

2 WHY DOES THE STATE NEED TO SUBMIT APPLICATIONS?

WAIVER APPROVAL PROCESS Apply to CMS to “waive” out of institutional Medicaid payments for 3 or 5 years – Alaska has chosen 5 years The last waiver period began in FY12, so approval was sought for the applications in FY11 All four waivers have been amended during the five year approval period 3

WAIVER APPROVAL PROCESS WAIVER RENEWAL APPLICATIONS FOR THE NEXT FIVE YEAR PERIOD ARE NOW OUT FOR PUBLIC COMMENT APPLICATIONS FOUND HERE: SUBMISSION TO CMS DEADLINE IS MARCH 31, 2016 EFFECTIVE DATE JULY 1, 2016 (FY17 THROUGH FY21) 4

WAIVER RENEWAL APPLICATIONS ALL FOUR WAIVER RENEWAL APPLICATIONS HAVE THESE THINGS IN COMMON: LARGELY CARRYING FORWARD THE CONTENTS OF THE CURRENT APPROVED WAIVERS Services, provider types, process largely continued Performance and quality assurance measures updated CONFLICT-FREE PROVISIONS, AND EXCEPTION TO CONFLICT FREE STATUS (Service Plan Development Safeguards in Appendix D-1 b) NEW ENHANCED RATE FOR CARE COORDINATION (Financial Accountability-Payment in Appendix I-3 c) THE FOUR WAIVER RENEWAL APPLICATIONS CAN BE FOUND HERE: 8

1915 (I) AND (K) STATE PLAN OPTIONS Current SDS initiative to implement the 1915(i) and (k) State Plan options does not impact these waiver renewal applications. In the future the Division may amend the 1915(c) waivers to reflect changes in services offered under the Medicaid State Plan. 9

WAIVER RENEWAL APPLICATIONS THE FOUR WAIVER RENEWAL APPLICATIONS ARE DIFFERENT FROM THE CURRENT APPROVED WAIVERS IN THESE IMPORTANT WAYS: CCMC: Intensive Active Treatment is removed from the list of services, as regular Medicaid now covers IAT ALI and APDD: Once on the waiver, reassessments may be conducted using a Truncated Consumer Assessment Tool (TCAT) IDD: The total number of people drawn from the Registry for waiver placement continues at 50 per year, per recent amendment THE FOUR WAIVER RENEWAL APPLICATIONS CAN BE FOUND HERE:

WAIVER RENEWAL APPLICATIONS Provide opportunity for Public Comment Public Notice and comment period of at least 30 days; closing March 18, 2016 State must consider public comment and modify the waiver renewal applications as it deems appropriate, to account for public comment; SDS must submit the four waiver renewal applications to CMS by 3/31/16 THE FOUR WAIVER RENEWAL APPLICATIONS CAN BE FOUND HERE:
