1 MCCMH and ARC of Macomb What does your local PIHP provide? How can you make your voice heard? SECTION 298 UPDATE

2 Macomb County Community Mental Health was established in 1964. Legislation throughout the 1960’s, 70’s and 80’s broadened the scope of mental health services. October 31, 1963, President Kennedy signed into law the Community Mental Health Act Establishment of Community Mental Health

4 A single geographic area or community (One County, such as Macomb) An affiliation of counties and communities (Multiple Counties) Pre-Paid Inpatient Health Plans (PIHP’s) are the managers of public mental health dollars and services. They cover either:

5 Severe Mental Illness (SMI) Intellectual and/or Developmental Disabilities (I/DD) Substance Abuse Disorder (SUD) Severe Emotional Disturbance (SED) PIHP Manages services to the community’s most vulnerable members and provides treatment and support to approximately 20,000 persons with a diagnosis of:

6 Core Values of the PIHP Person and family centered Community based, focus on Inclusion and Participation Integrated Care of the whole person Promote independence and self determination Recovery and Resiliency oriented Value the Consumer Voice

7 PIHP is compassionately designed to deliver services based on the specific needs of those we serve. Established system of care fulfills Mental Health Code mandates Honors the Constitution, Bill of Rights and the ADA Funds must be redirected to service delivery Provides an exceptional array of specialized services (Ex. Crisis Residential, Jail Diversion, Supported Employment, Home-Based Services, Specialized Residential Services) Works with primary care providers, school systems, and others to coordinate care. Encourages consumer, family, and community engagement in the management and delivery of services.

8 Funding: PRE-PAID INPATIENT HEALTH PLAN Medicaid and Healthy Michigan Plan Block Grant Funding and PA 2 funds for SUD State General Fund dollars Pubic funds, with public oversight Lower administrative costs All funds are returned to services

12 Direct Access to MCCMH Leadership (a phone call away) Direct accountability to local and state government officials Public oversight requirements designed to protect public resources Events like this to obtain and exchange information

14 PIHP meets people where they are (Physically, Emotionally, Medically, Intellectually) PIHP meets people where they are (Physically, Emotionally, Medically, Intellectually) Access Center assess the individual, determines appropriate services based on needs Individualized Access to Services PIHP managed Access Center has extensive knowledge of local service providers and resources Access staff comes to know individual consumer’s needs; can work with them to anticipate and provide appropriate levels of care. Ease of changing providers or services when needed.

16 Provide FACE TO FACE outreach to individuals in the community to build a relationship and to engage them in services. The PIHP actively seeks out those in most need. Risk seeking vs. risk avoidance. Personalized Care

17 Long term knowledge of the individuals we serve; ability and willingness to intervene when symptoms appear to be worsening. Personalized Care

18 Provision of supports for family members and significant others Peer Support network across the system of care Personalized Care

19 Individualized Response Local, face to face service appeals Opportunity to provide additional information to change PIHP service decisions Access to Ombudsman to resolve concerns Cooperation with local advocacy, consumer, and community groups Local Problem Resolution

20 RIGHTS PROTECTION SYSTEM Recipient Rights Protections Michigan Mental Health Code guarantees fundamental rights protections to persons who receive public mental health services. PIHP contract applies the recipient rights system to Medicaid enrollees. Protects vulnerable persons who may be non-verbal, physically, or intellectually disabled
