TEMPUS project Fostering University Support Services and Procedures for Full Participation in the European Higher Education Area - FUSE Workpackage 1 Activity Plan for the 1 st period University of Kragujevac

Workpackage 1 WP title: Developing administrative and legal conditions for improved university support services and procedures WP coordinator: University of Kragujevac WP participants: all consortium partners WP type: Development WP start: month 3 WP end: month 35 WP Leader: Tatjana Stankovic

WP 1 Objectives 1.To issue the joint report for all Serbian partners with a detailed analysis of the current situation at Serbian HEIs regarding the administrative/legislative framework about the existing policies and practices regulating support services/procedures; 2. To issue reports from EU partners 3. To conduct study visits of Serbian partners focused on the legal and administrative models of international cooperation the work team will: - provide a comparative report; - organize discussions/meetings/round tables to target the areas in Serbian support services/procedures that need improvement; - develop procedures and introduce them into the legal framework; 4. devise a model of university protocols and manuals for the staff dealing with international students and affairs; 5. develop standardized nation-wide form of documents of academic achievement to be issued to foreign students.

All these systematic developments in legislative and administrative framework will be offered for adoption at the university and faculty levels. The work team will work closely with MESTD, CSU and SCSU. This WP will serve as the basis for the development and implementation of particular support and information services which are the objective of WP2.

Deliverables in 2014 D1.1 title: The current situation in Serbia D1.1 type: Report Corresponding task: 1.1 Analysing the current situation in Serbia regarding institutional legislative and administrative framework Delivery date: 31/08/2014

Task 1.1 Work Flow  UNIKG will design a survey targeting the specific questions regarding Serbian HEI’s 1.national legislative 2.institutional legislative and administrative framework * related to the existing support services and procedures for internationalization

* * Examples of institutional legislative (UNIKG): -Regulations on student mobility and transfer of ECTS -Regulations on recognition of foreign higher education qualifications and validation of foreign study programs -Regulations on study programme adoption (relevant programmes – programmes offered in foreign language) -Regulations on student enrollment in the study programmes of the University (*relevant conditions – enrollment of foreign students) -Regulations on the procedures for the realization of international projects managed or coordinated by the University Etc.

 UNIKG will elaborate the content of the survey, ways of conducting the survey, methods of data processing  The survey will have a uniform template, with the possibility for additional comments and suggestions by the partners

● The survey will be developed up to 15/03/2014 ●All Serbian partners will send their feedback up to 01/05/2014 ● Based on these surveys, University of Kragujevac (in collaboration with Serbian partners)will elaborate a joint report on the situation in Serbian HEI up to 30/06/2014 ●The report should be revised and adopted by the consortium managing bodies (CMT, CG, QAG) up to 30/08/2014

D1.2 title: The models of EU partners D1.2 type: Other products Corresponding task: 1.2 Reviewing the models of EU partners’ relevant legal and administrative framework Delivery date: 30/09/2014

Task 1.2 Work Flow  UNIKG will design a template for the survey targeting the specific questions regarding EU partners’ institutional legislative and administrative framework (similiar to the survey in task 1.1) up to 31/03/2014  UNIKG will provide EU partners an outline/specific list of documents (administrative frameworks and documents, ex. Protocol of the work of student service dealing with foreign students etc.)  EU partners will submit the feedback up to 15/05/2014

 UNIKG will design a template for comparative repot of Serbian partners who will visit EU partner institutions (dates to be deterimined in accordance with the dates of first mobilities)  Study visits made by Serbian partners’ will be conducted (dates to be deterimined - from 01/03/2014 to 30/09/2014)  Serbian partners who visited EU partners will issue the comparative reports which will be a reference point for improving the situation at Serbian universities, including trainings, and informative booklets as examples of good practice (the dates of deleveries depend on the dates of mobilities)

 Based on these surveys and reports, UNIKG (in collaboration with Serbian partners)will elaborate a joint report on the comparative situation up to 20/09/2014  The report should be revised and adopted by the consortium managing bodies (CMT, CG, QAG) up to 30/09/2014

Based on the deliverables of A1.1. and A1.2., work meetings/round tables will be organized at both national and institutional levels to identify the support services and procedures that need improvement at Serbian universities Possible ways of enhancing the support services and procedures will be considered Necessary legal documents and standards will be adopted In order to have a successful communication among all stakeholders, action plans and procedures will be developed

Task 1.3 Work Flow  Meetings between Serbian partners (mainly in Kragujevac) from 01/05/2014 to 01/10/2014  Based on the previous two reports, Serbian partners will during this period to make suggestions and proposals on what are the needs and what can be improved  EU institutions will get this suggestions and make comments on them from 01/10/2014 to 30/11/2014  UNIKG will propose final conclusions and measures to responsible structures for adoption up to 30/11/2014
