Purpose  Do the current ambitions of the Organization and its Member States fit under the existing Strategic Plan ?  Are there any new issues that are not covered under the current IHO 5-year work programme ?  Are there any subjects in the current 5-year work programme that should now be removed ?

Vision and Mission Vision  … to be the authoritative worldwide hydrographic body which actively engages all coastal and interested States to advance maritime safety and efficiency and which supports the protection and sustainable use of the marine environment Mission  … to create a global environment in which States provide adequate and timely hydrographic data, products and services and ensure their widest possible use

Object …to promote the use of hydrography for the safety of navigation and all other marine purposes and to raise global awareness of the importance of hydrography …to improve global coverage, availability and quality of hydrographic data, information, products and services and to facilitate access to such data, information, products and services …to improve global hydrographic capability, capacity, training, science and techniques

Object …to establish and enhance the development of international standards for hydrographic data, information, products, services and techniques and to achieve the greatest possible uniformity in the use of these standards …to give authoritative and timely guidance on all hydrographic matters to States and international organizations …to facilitate coordination of hydrographic activities among the Member States …to enhance cooperation on hydrographic activities among States on a regional basis

Strategic Directions 1.Strengthen the role and effectiveness of the IHO … through : – procedures that respond effectively to emerging trends, developments and challenges – effective cooperation with other international organizations – stakeholder engagement – providing clear, uniform, global hydrographic standards

Strategic Directions 2.Achieve global coverage and use of official hydrographic data, products and services … through : – coordination of Member State activities – cooperation on hydrographic activities among States under the aegis of the RHCs – increasing IHO membership – establishment of new Hydrographic Offices – development and promotion of integrated navigation systems and geospatial data infrastructures – use of new technologies and the opportunities offered by globalization and international cooperation

Strategic Directions 3.Raise global awareness of the importance of hydrography … through : – ensuring that the role and responsibilities of national Hos are clearly understood at all levels in the marine and public communities – supporting and promoting the benefits of national Hos and hydrographic programmes – Drawing the attention of International Organizations, funding agencies, national governments, maritime stakeholders and others to the importance of hydrography – education and outreach programmes to raise public awareness of the importance of hydrography and its role in daily life

Strategic Directions 4.Assist Member States to fulfil their roles … through : – acting as a focal point and forum for all hydrographic matters – supporting national initiatives aimed at developing and enhancing hydrographic infrastructure – encouraging bilateral and regional cooperation on hydrographic and related matters – strengthening the IHO CB programme to better support the needs of Member States, especially maritime safety information, surveying, nautical charting and MSDI

Action requested of IRCC  consider whether any amendments are required to the vision, mission or object of the Organization, noting that the object of the Organization is embedded in Article II of the amended Convention on the IHO;  identify any specific new areas of potential IHO activity that do not fit within the existing Strategic Plan;  consider whether the existing Strategic Directions remain suitable to drive the work programme of the IHO or require amendments or additions; and  consider its contribution to the preparation of the multi annual IHO Work Programme for the forthcoming Inter-Conference / Assembly period
