2 METIS Workshop Benefits of EGNOS in Civil Aviation, Istanbul 18 November 2009 Single European Sky (SES) - Objectives to increase: safety, efficiency, capacity of ATM in Europe; to reduce fragmentation / complexity of airspace (FABs, FUA); to provide a framework for modernisation of systems (SESAR); to reduce the environmental impact of any operation. … widespread PBN operations key enablers of SES.

3 METIS Workshop Benefits of EGNOS in Civil Aviation, Istanbul 18 November 2009 PBN Approaches – RNP APCH (+ Baro VNAV) first step of PBN implementation; operational benefits (flight time, pilot / controller workload, repeatability of the flight path); vertical Baro-guidance for equipped aircraft (some models of Airbus and Boeing); Baro VNAV flight procedures where cost-effective; RNP APCH subject to some operational restrictions (i.e. RAIM availability). 4 METIS Workshop Benefits of EGNOS in Civil Aviation, Istanbul 18 November 2009 PBN Approaches – SBAS LPV (or SBAS APV) SBAS LPV (or APV) increased availability by SBAS (no RAIM); access to both greatest and regional airports; EGNOS LPV suitable for at least 70% of Italian RWYs (good average visibility in Central/Southern Italy); EGNOS LPV suitable at Perugia (LIRZ) airport.

7 METIS Workshop Benefits of EGNOS in Civil Aviation, Istanbul 18 November 2009 certification of airborne equipment; obligations of aircraft operators (manuals, crew training); radio navigation signals of sufficient performance (ESSP in the case of EGNOS); airspace design + aeronautical information publication (Service Providers); subject to regulation/approval by “EASA system” (including NSAs). Overall PBN Implementation steps in EU International Projects join different stakeholders !

8 METIS Workshop Benefits of EGNOS in Civil Aviation, Istanbul 18 November 2009 –Service Providers shall carry out Safety Assessment of the intended modifications (SES Regulation); –Local constraints key factor; –High-level Safety Cases as inputs to Local Safety Assessment; –possible local degradation of signals (e.g. GPS interference) and mitigations (ICAO ANC/11, Recommendation 6/2). Risk Assessment and Mitigation (ESARR4)

9 METIS Workshop Benefits of EGNOS in Civil Aviation, Istanbul 18 November 2009 Performance Based Navigation (PBN) one of the key enablers of SES; Aeronautical Information Management required for PBN; RNP APCH (+Baro) the first implementation step of PBN; SBAS LPV suitable for at least 70% of Italian runways end; Despite of the conservative concept (ILS-look-alike), LPV introduces the required level of automation with accurate flight path repeatability by means of EGNOS signal availability.
