ESSA = OPPORTUNITY!  After nearly 14 years of asking for less federal intrusion into the teaching and learning process, it is finally here. – Opportunity to lead the way in improving teaching and learning conditions in schools & districts – Opportunity to elevate educator voices in school, district, and state decisions – Opportunity to strengthen partnerships with families, communities and leaders to advocate for what students really need

ESSA: OREGON TIMELINE School Year (through June 2015) – ODE community forums collect input from across the state: students, families, community, educators, partners – ODE workgroups provide input on state plan – Oversite committee reviews state plan

– ESEA flexibility waivers void Aug. 1, 2016 – ODE releases state plan; gathers public input – U.S. Dept. of Ed releases final regulations and guidance – Oregon State Board of Education adopts or modifies rules as necessary – State, local district flexibility on accountability, highly qualified requirements, other compliance areas – Local districts write ESSA plans ESSA: OREGON TIMELINE

ESSA: KEY DIFFERENCES EDUCATOR EFFECTIVENESS NCLB To get a waiver from NCLB, Oregon had to agree to include student test scores as a part of the evaluation system. ESSA The U.S. Secretary of Education is prohibited from mandating any aspect of a state’s educator evaluation system. In Oregon, SB 290 remains in law. ESSA: KEY DIFFERENCES SCHOOL & DISTRICT IMPROVEMENT NCLB One-size-fits-all approach Limited set of interventions schools could choose from Sanctions on schools failing to meet AYP multiple years in a row ESSA Schools write their own improvement plans, using any evidence-based approaches they choose. Plans must include teacher, paraeducator, family, and community input Plans can include resource equity audits

ESSA: KEY DIFFERENCES ASSESSMENT NCLB Required annual state testing in reading and math in grades 3-8 and once in high school Grade band testing in science (students tested once in grades 3-5, 6-8, and 10-12) ESSA Same annual testing requirements Allows districts to use other nationally recognized tests in high school, if approved by the state Opens the door for more balanced assessment systems
