INTRODUCTION Public Security Incident in City —— ‘Collective Frustration’ in Urban Life : ∙ Natural disasters , ∙ Human related accidents ∙ Social conflicts caused by social antagonism ∙ The accidents endanger public security ∙ The accidents cause or may cause serious consequences and social impact event

INTRODUCTION Natural Disaster : volcanic eruptions, earthquakes, floods, tsunamis In 2003 , a total of ten thousand people suffered in various types of natural disasters in China , 1851 people were killed , 433 people got lost , 1215 ten thousand were relocated; direct economic losses from natural disasters total ¥ hundred billion.

INTRODUCTION Urban Accident : production safety, fire, traffic accident Since July 11, 2000 to June 4, 2014, the total death reached due to traffic, production and fire accident in China.

INTRODUCTION Public Health Emergencies : major infectious diseases 、 food safety The first quarter of 2014, there were 19 reporters on food poisoning event and 462 people were poisoned and 21 people poisoned to death in China.

INTRODUCTION Urban Social Security Incidents : mass incidents, terrorism event Terrorist threat that China are facing show a trend of expansion between regions, rising of the frequency of attacks, more bloody and cruel means and tactics. We can say the terrorist threat that China now facing are the most serious since 1949.

INLIGHTENMENT FROM THE UNITED STATES Perfect Legal Support System In 1968, America's congress issued Disaster Relief Act and the public security management expanded from response and recovery to the process of disaster reduction and Prevention ; In 1968, America's congress issued Homeland Security Act and the specific content of terrorism are also brought into legal process.

CONCLUSION 1.Pay attention to prevention and strengthen risk assessment and monitoring; 2.Pay attention to cooperation especially strengthen the cooperation in governance between cities; 3.Pay attention to implement and the accessibility of scheme;
