2 Second RevCom Meeting January 2014  75 registered participants from ITU Member States (MS), Recognized Operating Agencies (ROA) and Scientific or Industrial Organizations  CEPT Countries: 2 MS (D, RUS), 3 ROA (France Telecom, Telecom Italia, Telecom AB – LM Ericsson)

3 Results of second meeting  Reviewed the progress achieved on Action plan and Draft Questionnaire to stakeholders since June  The meeting completed the texts of “RevCom Questionnaire to ITU-T members”. The questionnaire has been sent out as TSB Circular letter 87/REVCOM and ITU-T members are invited to fill out the questionnaire online (Deadline: May ).  Agreed to form ITU-T Restructuring Rapporteur Group including working towards a “pilot SG”. The first RG E-meeting will be held on May 7th  Started review of current ITU-T activities in each Study Group, CTO Group and Technology Watch.  Reviewed Liaison Statements from/to other groups such as ISO/IEC JTC1.  The next RevCom meeting will be held on 16th and 19th June 2014 in Geneva collocated with TSAG.

4 Questionnaire: Based on Resolution 82 To fulfil the directions to the ITU-T Review Committee contained in the Terms of Reference (Resolution 82) below, RevCom would benefit greatly from the opinions of stakeholders on the structure of ITU-T and modalities for cooperation and coordination. 1. Examine the adequacy of the current structure of ITU-T to facilitate the Sector’s continued evolution and to deal with the increasing demands for timely and appropriate results to meet market demand, taking account of the current and future standardization environment. 2. Review the current coordination and collaborations mechanisms with other standards bodies and propose improvements.

5 Questionnaire: Based on Resolution Review existing models for collaboration between ITU-T and other standards bodies, given the accelerated rate of change in the worldwide standardization landscape, and the rapidly evolving needs of consumers/users of global standards. 4. Identify and propose new modalities for cooperation and collaboration based on mutual respect and recognition of evolving roles and responsibilities in the standards sphere. 5. Identify ways and means to enhance cooperation with other standards bodies, with a view to minimizing conflict of their standards with ITU-T standards. Please login with your TIES account to

6 Questionnaire 1. With respect to Terms of Reference (ToR), what elements of the current ITU-T structure work well? Taking into account the following: a) That ITU is a UN specialized Intergovernmental Agency whose membership, in addition to Member States, also encompasses Sector Members, Associates, and Academia. b) Structure includes the number and scope of study groups, rapporteur groups, regional groups, Joint Coordination Activities, Global Standards Initiatives, Focus Groups and other groups. See b) Structure also includes mechanisms to attract experts and industry sectors not previously involved in ITU-T, including for example membership categories and outreach initiatives. What specific actions could be taken, or what specific procedures could be implemented, that would improve cooperation and collaboration between ITU-T and other SDOs?

8 Terms of Reference – ITU-T Restructuring Rapporteur Group (RG)  1. This RG is established in accordance with Res. 82 to examine the adequacy of the current structure of the ITU- T to facilitate the Sector’s continued evolution as well as deal with the increasing demands for timely and appropriate results to meet market demand, taking account of the current and future standardisation environment.  2. Analyse existing relevant external SDO structures with a view to identifying pros and cons of existing structures in meeting market needs.  3. Identify principles and mechanisms to be adopted and/or improved upon within the ITU-T organisational structure with a view to enhancing efficiency, promoting innovation and facilitating the participation of vertical industries in ITU-T standardisation activities (e.g. utilities, healthcare, automotive industry, etc.).

9 Terms of Reference – ITU-T Restructuring Rapporteur Group (RG)  4. Develop proposal(s) for a pilot for a new SG for consideration by RevCom and possible subsequent submission to TSAG for implementation before WTSA-16 that:  a) would be either vertical, horizontal, or hybrid  b) includes the mandate, structure and if necessary specific working procedures  c) takes into account the identified principles and mechanisms above, and  d) identifies the pros and cons.  5. Liaise with the TSAG RG on the Strategic Plan.  6. The meetings of the RG shall be paperless and shall make use of electronic working methods. If necessary, the rapporteur group may schedule a face to face meeting, if required.

10 Next Steps in RevCom  The Questionnaire has been implemented on the ITU-T web. The invitation has been issued by Collective letter.  The meeting agreed to authorize the ITU-T Restructuring Rapporteur Group to hold a meeting during the next ITU-T Council meeting in Geneva.  The tentative date for an E-meeting is May 7 th.E-meeting  The next RevCom meeting will be held on 16 th and 19 th June 2014 in Geneva collocated with TSAG

11 Status of draft Strategic and Financial Plans for the Union  The CWG for the Elaboration of the draft Strategic Plan and draft Financial Plan of the Union for agreed during its second meeting (13-14 November 2013), on conducting a public consultation. Views were invited on the then working documents of the glossary, the structure and the Chairman’s contribution on the elaboration of the ITU Strategic Plan. The public consultation was open until 31 January.  Inputs on the draft strategic plan and the draft financial plan were considered at the third meeting of the CWG, Geneva, 27/28 February  Progress see ITU-presentation provided to this ComITU meeting

13 E-meeting of F2F meeting of PT ITU-T Review to be scheduled for April 2014  Objective: Discuss and coordinate possible input to ITU on Questionnaire (see Annex 1), to the new Rapporteur Group (Annex 2) and on draft ITU Strategic & Financial Plans.  ComITU is invited to provide advice on form of meeting (F2F or E)  Invitation will be distributed through ComITU list shortly after March ComITU meeting, documentation will be made available on PT ITU-T Review web-site.
