Government Program: Until 2017 “....the education policies will give the opportunity to each youngperson up to the age 26, to be either university graduated, or trained in a profession, or employed”. The new Law 80/2015 “On Higher Education and Scientific Research in Higher Education Institutions” grants an increased autonomy to HEIs concerning academic freedom. The latter to be focused on being competitive in the labour market.

According to the Law: The opening, closure and reorganization of a study programme, has to be approved by the Minister responsible for education, on the request of the HEI, based on the assessment of skills needs in the labor market

For defining the learning outcomes and learning components, the HEIs, in advance, have to consult representatives of businesses, services or respective professions, being focused to the market demands. According to the Law:

The new Law encourages the development of the 2- year post-secondary VET study programmes through: 1. providing direct access to specific fields within the labour market 2. granting a larger autonomy to HEIs, in creating adequate curricula, according to the labour market needs.

Reports are presented to the Academic Senate of HEIs which decides how to incorporate the findings in the curricula
