Background Transformation Programme 2008 to 2013 £140m savings Transformation Programme 2013 to 2015 £102m savings Transformation Programme 2015 to 2017/18 £100m+ savings Focus on back office savings, integrating with other public services and shared services 14% reductions in Department budgets over 2 years – most resources on front-line

Future Working with the Voluntary Sector Demand management – prevention/early intervention – the voluntary sector and local Community resilience and role of the voluntary sector increasingly critical. We will inevitably be focused on core responsibilities around protecting and supporting vulnerable people Risk of reduced capacity in aspects of prevention and early intervention If demand isn’t managed then even core services will not be sustainable – demographic pressures on services for older people, interventions with families. Requires holistic solutions to address risk and route causes of problems early Increasingly, we will need to target our support on those activities which address critical business needs – understanding value and impact of activity. Recognise that a lot of voluntary and community sector activity operates without any direct support from the County Council and that is highly valued.

Successful Partnership Working with the Voluntary and Community Sector means: Meaningful engagement in the design of solutions – positive challenge A strong and diverse market of local providers offering the best value for funded services – driving innovation and quality Promoting resilience and support cost effective solutions which help contain/ reduce the demand on public services Maximising our collective resources and integrating delivery (whilst valuing and retaining independence of voluntary sector partners)

Priorities for Joint Working Living healthier for longer Independent living – right environment for remaining/returning home Earlier help for families and working with families with complex needs/generational problems Children with disabilities Supporting carers Community Transport Increased digital access Managing flood risk

Infrastructure Support for the Voluntary and Community Sector HCC in conversation with infrastructure bodies and co-funders Overall reducing financial envelope but continued investment for more targeted support Stronger local partnership arrangements –Better communication and understanding –Earlier, more meaningful and ongoing engagement –Developing solutions together Collaboration Facilitating role of infrastructure bodies

In Conclusion We are committed to maintaining high quality public services which provide excellent value to residents, protecting vulnerable people We face enormous challenges and very difficult decisions HCC strongly values the vital contribution of the voluntary sector We value the expertise and knowledge of local and specialist organisations We value the innovation, commitment and quality of voluntary sector provided services We have not always got/will not always get everything right or be able to satisfy all expectations With more limited capacity we will need to work together closely especially in a number of priority areas.
