MENTEP as a policy experimentation The Survey in schools: ICT and education has revealed low ICT use and teaching/learning innovation in the classroom The Survey has also revealed that high teacher readiness and competence makes a positive difference even when access to ICT is less easy How to improve teacher (readiness and) competence in using ICT integrated into pedagogy? How to follow-up teacher competence in the area? MENTEP, the policy experimentation investigating how a self-assessment tool can contribute to that, using a methodology providing reliable causal analysis between the use of the self assessment tool and the progress of the competence

Where does MENTEP come from? Expert working group on assessment of transversal skills o set up by the European Commission (1 st meeting in January 2014) o composed of education ministry representatives o covers digital, entrepreneurship and foreign language skills o announcement of the Key Action 3 Call Strong interest from the ministries for the Key Action 3 Call o to get an overview about teacher competence in using ICT for learning o provided the approach is based on self-assessment EUN survey of members about interest for the Call (confirmed), followed by a concept note (feedback received: adding certification) Pre-proposal drafted by EUN with input from FBK/IRVAPP; selected by the Commission Proposal drafted by EUN with input from FBK/IRVAPP; selected by the Commission Political support to build a common prototype tool to be tested in field trials

MENTEP addresses key issues in policies aimed at: Increasing the number of high quality teachers able to innovate using ICT Enhancing the uptake of ICT in teaching and learning Improving data on teacher digital competence Promoting stronger coherence between EU and national approaches to the assessment of technology-enhanced teaching competence Strengthening the professional profile of the teaching profession

Public authorities are at the core of the MENTEP partnership 16 partners 3 ministries of education (Cyprus, Portugal, Spain) 9 other public authorities e.g. national agencies or research institutes in education (Finland, Italy, Lithuania, Denmark*, Slovenia, Cyprus (2), Norway, Czech Republic and France) 2 delegated bodies of public authorities (Greece, Estonia) *observer status i.e. not participating in all activities FBK-IRVAPP (organisation specialized in evaluation ; based in Italy) EUN Partnership (European Schoolnet) 13 countries Northern European countries (Denmark, Finland, Norway) Southern European countries (Cyprus, Greece, France, Italy, Portugal, Spain) Eastern European countries (Czech Republic, Estonia, Lithuania, Slovenia)

MENTEP experiment’s key question What’s the impact of using the self-assessment tool, in combination with an eco system, on teachers technology-enhanced teaching competence? MENTEP will: Develop an online tool (common core prototype based on existing similar tools) for teachers to self-assess progress in technology-enhanced teaching (TET) competence Test the tool’s impact on TET competence and peer learning in field trials Provide policy-makers with a national and EU picture of teachers’ TET competence, its evolution over a school year and training needs Disseminate and sustain the tool, the findings and the experimental approach Investigate the feasibility of European-wide certification of TET competence Increase national capacity in running field trials and policy experimentation

A rigorous impact assessment of the TET teacher competence self- assessment tool An overview of TET competence at country level A modular and evolutionary tool to be enriched according to needs A clearer view about the feasibility of European-wide certification of TET competence An increased capacity to use randomised controlled policy experimentations What will partners bring to MENTEP? A permanent national representative to take part in all activities (meetings and homework) A national coordinator for the sampling (an exhaustive list of sufficiently equipped schools - including addresses) and the field trials An eco-system (portal) promoting national existing training and digital teaching resources A contribution to the final overall evaluation of the project Active dissemination at national level
