Page 3 Project Objectives Implementation of § 28 and 24 of the OPS to allow –the SAICM secretariat to “report to the Conference on implementation of the Strategic Approach by all participants”; and –the Conference.. “to receive reports from all relevant stakeholders on progress in implementation of the Strategic Approach and to disseminate information as appropriate;” and to “report on progress in implementation of the Strategic Approach to stakeholders” ( §24). Ensure transparency, inclusiveness and minimal reporting burden.

Page 5 Results Achieved Draft indicators –Designed to measure progress in achievement of SAICM Dubai Declaration and objectives in SAICM Overarching Policy Strategy (OPS). –Allow global and regional aggregation of results-based indicators –Be consistent with government obligations under MEAs minimizing dual reporting –Allow reporting of information in a web-based environment or via a CD –Refined based on IPSC advisory input –Are now in “close to final” form and expected to be submitted to SAICM secretariat this Spring (March 2008) –To be submitted to ICCM-2 for consideration Baseline estimates report –Reflects the actual status of these indicators as applicable to the 2006 baseline year (adoption of SAICM by the ICCM) –To be assembled from readily accessible information –Will be further discussed at the next IPSC conference call (March 4) –On the basis of comments provided, will be refined and submitted to SAICM secretariat this Spring 2008 –Will be presented to ICCM-2 as a partner document to the indicators

Page 6 Next steps Last IPSC conference call scheduled for March 4 –Conclusion on the consultants proposed draft indicators and discussion of draft baseline estimates report Comments on draft indicators invited from GRULAC region as a result of regional meeting (Panama City, February) –Outstanding comments to be provided to SAICM secretariat May take the form of a compilation but not to be included in the draft indicators Upcoming SAICM meetings may allow for further and broader discussion. If not, draft documents to be submitted in current form to ICCM-2 Pilot phase prior ICCM2: –testing out of questionnaires. –could be partial testing - volunteer countries in the region, approximately two representatives per region. –resource, analysis and lead role implications
