1 Sharing information on implementation of national strategies and reporting on progress towards biodiversity targets between global, regional and national levels Rania Spyropoulou European network of Biodiversity CHMs 20-21 November 2013, Copenhagen

BISE European Commission OWNERSHIP Contributors EEA HOST Contributor EIONET European CHMs EU targets COUNTRIES and NETWORKS targets CHM Working group on Sharing Information on implementation and reporting Working together with the countries

CHM working group on Sharing information on implementation and reporting Established in May 2013 Following the joint EIONET – CHM networks meeting in November 2012 Invitation and draft terms of reference consultation by the EIONET – Biodiversity CHM networks Voluntary basis -Belgium, Finland, France, the Netherlands and the European Commission -DGENV One meeting in May and 4 web conferences since Info on BISE/ European network of CHMS

Terms of reference (1) Explore synergies between global, regional and national CHMs to facilitate sharing/updating of relevant information and reporting on progress in implementing the Strategic Plan for Biodiversity 2011-2020 and in reaching the Aichi Biodiversity Targets.

Terms of reference (2) to collaborate in the defining of a set of coherent requirements for development of IT tools as well as to propose essential enabling actions to support global, regional and national CHMs in the implementation of the national strategies and action plans, the EU 2020 Biodiversity Strategy and the Strategic Plan for Biodiversity, 2011-2020 and the AICHI targets.

Outcomes will be communicated to: - to the European CHM network, - the EIONET – NRC and - the Coordinating Group for Biodiversity and Nature in relation to the EU Common Implementation Framework [and CBD secretariat]

3 Processes identified duplication of efforts at the national level should be avoided -reporting to national level on the National Biodiversity Strategy and Action Plans - -country and EU reporting to CBD with the forthcoming 5 th National Reports (5NRs) - preparation of the EU 2020 Biodiversity Strategy Mid-Term Report (EU MTR)

Reporting to national level on the National Biodiversity Strategy and Action Plans Examples from France, Finland, Belgium, the Netherlands after the coffee break

The EU as a CBD contracting party The 2006 EU Biodiversity Action Plan (BAP) was reviewed in 2011 in response to the overarching 2020 Biodiversity Target adopted by Heads of State and Government in 2010. It is focused around six EU targets to which a set of indicators has been assigned.

Country and EU reporting to CBD with the forthcoming 5 th National Reports (5NRs) Part I of the 5NR contains an update on biodiversity status, trends, and threats and implications for human well-being. Part II of the 5NR contains information on the national biodiversity strategy and action plan (NBSAP), its implementation, and the mainstreaming of biodiversity. Part III of the 5NR contains information on progress towards the 2015 and 2020 Aichi Biodiversity Targets.

Preparation of the EU 2020 Biodiversity Strategy Mid-Term Report (EU MTR) Format of the fifth national report to CBD An update of the Biodiversity baseline 2010 The report on progress towards implementation of actions (including financial actions) under the EU 2020 Biodiversity Strategy -the Common Implementation Framework. The 5 th National Reports to CBD will provide a key source of information from the Member States for the EU mid-term report.

Options for a common structuring of information from the national to the EU to global levels No common denominator across the organisation of information at the national level. Common structuring of information feasible if done in relation to EU targets, to allow a visualisation across EU member states. At the Pan European level, however, the common structuring could only be done in relation to the Aichi Targets.

Types of national information to be shared in a common structure National indicators in relation to the EU and Aichi targets From the 5NR to CBD: 12 questions in executive summary the answers to which will allow for communicating the main messages and key findings of the national reports.

BISE - policy EU targets and Aichi targets EU indicators and Aichi targets EU indicators and EU targets

First steps with EU indicators mapped to EU targets

EU indicators mapped to Aichi targets

The NBSAP/ Indicator tool implemented: A contribution to countries : IT tool to facilitate the follow up of National Biodiversity Strategies A contribution to EU mid term and BISE: Correspondence between national indicators to EU targets and to Aichi Targets

Our meeting objectives - Discuss the options proposed for common structure and information type -Hands on testing of the tool, feedback needed -Further elaborate on information flow from countries to BISE

THANK YOU!
