Transposition of IWVTA into national/regional WVTA SGR Transmitted by the experts from OICA and Japan

Background The definition of “vehicle type” in UNR0 may be different from the “vehicle type” in national / regional type approval schemes. Therefore, guidance concerning how the “vehicle type” in UNR0 can be transposed into the "vehicle type" in national / regional type approval is necessary. This presentation offers such guidance using three concrete examples, namely Australia, the European Community, and Japan.

Type definition in UN Regulations UN R-0 has a 2-level concept Vehicle type: vehicles which share certain design characteristics (cf. Annex 7, Paragraph 1.1) IWVTA type: vehicles within the same vehicle type which share the same level of conformity to the technical requirements of R-0 (cf. Annex 7, Paragraph 1.2) Other UN Regulations also use the concept of vehicle type based on the design characteristics of the concerned vehicle system, e.g. Vehicle type with respect to the braking system (cf. 2.2 of UN R-13H) Vehicle type with respect to the seats (cf. 2.2 of UN R-17) Vehicle type with respect to pedestrian protection (cf of UN R-127) Each definition of vehicle type is based on certain common design characteristics in accordance with the technical purpose of respective UN Regulation. Vehicle type definitions in UN Regulations differ from each other to meet the technical purpose of each Regulation

Transposition of IWVTA into national/regional WVTA The application for national/regional WVTA follows the type definition of that country/region 3 cases are possible IWVTA type is defined as the national/regional WVTA type  1 IWVTA will be used for 1 national WVTA IWVTA type is “larger” (=contains more variants) than the national/regional WVTA type  1 IWVTA will be used for several national WVTAs IWVTA type is “smaller” (=contains less variants) than the national/regional WVTA type  several IWVTAs are needed for 1 national WVTA

Possibility A: One IWVTA type may include more than one body variant and does include powertrain variants … C200 C220d … IWVTA #1 Possible use of IWVTA if Annex 7, Para is used By way of derogation from the requirements of paragraph , subparagraph (b) above, when the manufacturer uses the floor portion of the body structure as well as the essential constituent elements forming the front part of the body structure located directly in front of the windscreen bay, in the construction of different kinds of bodywork (for example a saloon and a coupe), those vehicles may be considered as belonging to the same type.

Possibility B: One IWVTA may contain one body variant and does include powertrain variants … C200 C220d … IWVTA #1 Possible use of IWVTA if Annex 7, Para (b) is used The design and assembly of the essential parts of the body structure in the case of a self-supporting body. … IWVTA #2 … IWVTA #3

Type definition in the EU The definition of vehicle type is identical to that in UN R-0 EC-WVTA does not need the concept of IWVTA type (It is not necessary since EC-WVTA does not foresee a concept like L- IWVTA) Therefore, variants and versions are directly contained in the EC vehicle type Due to the identical definition of vehicle type it is likely that one IWVTA will be transposed into one EC-WVTA In case the EU should chose to not only accept U-WVTA but also a certain level of L-IWVTA in the future, it is also possible that e.g. a U- IWVTA and an L-IWVTA could be used within the same EC-WVTA

Type definition in Australia Motor Vehicle Standards Regulations model, of a road vehicle, means a class or family of road vehicles: (a) of the same make; and (b) of the same general type or appearance; that includes the road vehicle. CIRCULAR 0-1-2: A GUIDE TO THE CERTIFICATION OF NEW VEHICLES – TYPE APPROVAL Types usually comprise a specific make and model (e.g. the Toyota Camry). In some cases, vehicle types can include known combinations or “variants”. The definition allows for some flexibility Common practice of many manufacturers is to collect all powertrain variants of 1 body variant into 1 application
