EPA’s Green Power Products Program Partners in Progress Federal Environmental Symposium Washington, DC May 4, 2006 Bucky Green, EPA Sustainable Facilities Practices Branch

EPA Green Power Purchasing – Started in 1999  First 100 percent green power purchase for a federal facility  Sacramento Municipal Utility District  FEMP, EPA  Green Power Partnership  EPA Facilities  California deregulation

FY 2005 Activity  Added eight new locations in FY 2005  Regional offices: San Francisco, Denver, Chicago, and Kansas City, Kansas  Laboratories: Narragansett, Rhode Island; Ada, Oklahoma; Fort Meade, Maryland; and Kansas City, Kansas  Renewed six expiring contracts

Procurements Currently Underway  Procurement due mid-May 2006 This purchase will bring EPA to 100 percent green power!

Why Green Power?  Market development  Advocacy and education  Emissions reductions  Technology development  Economic development  Executive Order and EPAct 2005 goals  2.5 percent by FY 2005, 7.5 percent by FY 2013  Agencies can deduct green power purchases from annual reported energy use under E.O (under discussion for EPAct 2005 implementation)  Reduce GHG emissions 30 percent by FY 2010

Results—EPA Facilities Receiving Green Power

Results—EPA Green Power Receipts Over Time

Results  EPA’s contracted green power purchases at the close of April 2006 totaled more than 259 million kWh  EPA’s CO 2 emissions reduced by 243,113 metric tons per year, based on an FY 1999 baseline  Equivalent to removing 46,728 cars from the road for a year  Equivalent to planting approximately 1.2 million trees

Delivered Product vs. Green Tags  Green tags  EPA buys most of its green power through renewable energy certificates  Electricity  Legal/delegation authority issues

How Do We Buy Green Power?  General Services Administration  Defense Energy Support Center  Western Area Power Administration  Federal Energy Management Program  National Renewable Energy Laboratory  State-regulated programs

EPA-SFPB Preferences  Third-party certification  Regional/local production  New production  Diversity of renewable types  Green tags

Prices  Getting better  Before: 1 cent to 2.5 cents per kWh  Now: 0.1 cent to 1.3 cents per kWh

EPA’s Green Power Partnership  Voluntary public-private partnership   Blaine Collison, (202)

Future Plans  Hedged products??  Indian power??  Longer-term cost savings contracts??  EPA will move to larger, regional aggregated purchases
