DEPARTMENT OF EDUCATION Policy agreements on the SHS Voucher Program DEPARTMENT OF EDUCATION Long term program of DepEd Greater private participation in SHS Voucher over ESC scheme Aligned to cost of public provision All licensed SHS providers can participate Nearly all Grade 10 graduates are eligible

DEPARTMENT OF EDUCATION Recap: On Voucher Recipients DEPARTMENT OF EDUCATION Eligible voucher recipients: –All Grade 10 graduates from public schools –All Grade 10 ESC graduates from private schools –Some Grade 10 graduates from private schools, subject to application Vouchers must be used in the school year immediately following graduation. Voucher recipients will receive subsidy until they graduate from Grade 12, regardless of transfer of school.

DEPARTMENT OF EDUCATION Update: On Voucher Tiering DEPARTMENT OF EDUCATION National Capital Region (NCR) Full value: P22,500 Approx 80% value: P18,000 Non-NCR Highly Urbanized Cities (HUCs) Full value: P20,000 Approx 80% value: P16,000 Non-HUCs Full value: P17,500 Approx. 80% value: P14,000 Public JHS Graduate Full voucher value Private JHS ESC Graduate 80% voucher value Full value being considered for ESC students, who currently do not pay top ups or only top ups of up to P2,000. Average voucher value: P18,000

DEPARTMENT OF EDUCATION Update: On SHS Providers DEPARTMENT OF EDUCATION All licensed SHS providers are allowed to participate. Voucher amounts will vary for SUCs and LUCs. Private schools are encouraged to minimize or to provide additional subsidies to cover top- up fees. An additional subsidy is being considered for selected tracks and electives. Accreditation of programs may be required for this program. Joint delivery of programs will be allowed. –DepEd/Non-DepEd school offers core curriculum while TVI offers tech-voc curriculum strand. DEPARTMENT OF EDUCATION Update: On Voucher Management System DEPARTMENT OF EDUCATION DepEd Learner Information System rolled out in SY with 99.8% participation of all public elementary and secondary schools –Grade 9 (Gr 11 cohort in 2016): 1,519,585 –Grade 8 (Gr 11 cohort in 2017): 1,241,254 FAPE ESC System:with new features for compatibility with VMS –Grade 9 (Gr 11 cohort in 2016): 206,757 –Grade 8 (Gr 11 cohort in 2017): 232,826 Specifications and functionalities of VMS developed in 2nd-3rd quarter of Pilot run of VMS targeted in Feb-March 2015 LIS Schools Total Participated % Schools Participated Elementary Schools38, % Secondary Schools7, % Total Schools46, %

DEPARTMENT OF EDUCATION SHS Voucher Redemption Process DEPARTMENT OF EDUCATION JUNE 2015 Grade 10 Students are identified through DepEd LIS and FAPE ESC system. AUGUST 2015 Grade 10 students are notified of their eligibility. JANUARY 2016 Early Registration is conducted for SHS. MARCH 2016 Grade 10 students graduate:. The final list of eligible recipients is generated. JUNE 2016 Students enroll in public and licensed non-DepEd SHS. Some may enroll with vouchers. AUGUST 2016 Non-DepEd schools submit their list of voucher recipients/billing statement through the Voucher Management System. Checks are made in the system to ensure there are no errors in the billing statement (on names and voucher values, etc). Periodic reports on attendance may be required. Payments are made directly to non-DepEd schools’ accounts. MARCH 2017 Grade 11 completers are promoted to Grade 12. Same process repeats for new batch of Grade 11 students in 2017.

Third Quarter: Finalize SHS voucher policy and incorporate in 2016 budget First Quarter: announce policy on application for vouchers for non- public, non-ESC students Second Quarter: Voucher Management System in place Third Quarter: announce eligibility of beneficiaries and SHS providers database uploaded online 2015 First Quarter: Early enrollment for SHS June 2016: SHS Implementation 2016
