CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS HLPP: Summary of intersessional work, relevant to WG II IPWG At its meeting Nov 2014, IPWG discussed the HLPP and the status of its implementation IPWG proposed a number of revisions to the HLPP and raised a number of issues relevant to the HLPP. IWWG At its meeting June 2014 IWWG discussed the HLPP and the status of its implementation. IWWG did not propose further revisions to the HLPP document itself, but it did however agree actions to strengthen the implementation of priorities related to wind matters. IROWG At its meeting April, IROWG did not provide specific inputs to the HLPP implementation or revision. GSICS At its recent meeting GSICS Executive Panel reviewed that status of implementation of the GSICS related targets. The status is reflected below.

CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Status of Implementation of HLPP 3.1Establish within GSICS a fully consistent calibration of relevant satellite instruments across CGMS agencies, recognising the importance of collaboration between operational and research CGMS agencies; Overall excellent progress, more and more CGMS members are becoming embers of GSICS 3.1.1Establish a consistent inter-calibration for thermal IR channels using hyper-spectral sounders as reference. The implementation will be done successively by the individual satellite operators. GSICSIASI is the reference with redundancy in the system (two IASIs, CrIS and AIRS). Implementation is ongoing across many CGMS members. Successive implementation is being done Establish a consistent inter-calibration for solar channels using instruments with adequate in-orbit calibration and vicarious methods as reference. The implementation will be done successively by the individual satellite operators. GSICSMainly MODIS is used as reference with DCC as transfer function. The Lunar calibration is progressing as well (re Lunar calibration workshop). Vicarious cal activities are ongoing as well. No global reference defined, but many agencies are moving forward. Status is provided based on information from the ISWGs that have met since last CGMS. A complete status of implementation of the proposed targets will be gradually established by WG-II, the ISWGs (during their cycle) and the GSICS project.

CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Status of Implementation of HLPP 3.2Establish commonality in the derivation of satellite products for global users where appropriate (e.g., through sharing of prototype algorithms); Good overall progress 3.2.1Infer guidance from the ongoing inter-comparison of AMV products for the future developments towards consistent AMV products. Consider in the guidance the future perspective of having the geostationary ring populated with 16-channel imagers. IWWGThe Second AMV Intercomparison Study enables an understanding of differences between AMV products from different CGMS agencies and leads/encourages the use/development of better algorithms on the basis of common science. The study will in particular address the effects of -using different QI processes -different target selection processes - using imagery from the newest satellite series (Himawari 8/9 or GOESR), 3.2.2Establish a coherent development of volcanic ash products (notably from current and future geostationary imagers) utilising the JMA test-bed. WG IIWork is progressing in the context of the SCOPE- NWC project of JMA. A Volcanic Ash Intercomparison Workshop will be held in June- July 2015 in Madison US.

CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Status of Implementation of HLPP 3.2Establish commonality in the derivation of satellite products for global users where appropriate (e.g., through sharing of prototype algorithms); 3.2.3Develop best practices for retrieving cloud properties, using the converging capabilities of next-generation geostationary imagers ICWGFeedback expected after next ICWG 3.2.4Using current and future geostationary imagers and sounders, generate and disseminate consistent basic nowcasting products, initially in pilot areas, as identified in SCOPE-Nowcasting. WG-IINo overall status from SCOPE- Nowcasting was provided at CGMS To establish together with the user community a commonly agreed approach for retrieval of Principal Component scores and associated parameters from hyperspectral infrared data, minimizing information loss including the mutually acceptable update strategy for the principal component basis and to implement such an approach in a coordinated manner. ITWG Feedback expected after next ITSC

CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Status of Implementation of HLPP 3.3Foster the continuous improvement of products through validation and inter- comparison through international working groups and SCOPE-type mechanisms; 3.3.1Apply the IPWG validation protocol to precipitation combination datasets generated using multiple satellite and in-situ data sources IPWGValidation work has not yet started, but it is intended to initiate it in the coming year Increase the scientific and operational maturity of all SCOPE-CM phase 2 projects by 2015 WG IIIn progress. The main SCOPE-CM phase-2 objectives are to establish a systematic approach to increase the sustainability (maturity) of CDR generation capabilities and to establish the structures for sustainable generation of Fundamental and Thematic CDRs Conduct an inter-comparison study between the different methods to derive level 2 data from infrared hyperspectral sounders, recognising that there are several software packages available utilizing AIRS/IASI/CrIS data. ITWG Feedback expected from ITSC

CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Status of Implementation of HLPP 3.4Harmonise the metadata (e.g. quality descriptors) and format of products to be exchanged, in adherence to the Service and Discovery metadata standards formulated in the context of WIGOS/WIS; CGMS-42 agreed in principle to start the dialogue with WIGOS, but dialogue has not started 3.4.1Support WIGOS in the definition of harmonized product metadata for satellite data and implement for CGMS missions. WG IIWork has not started yet 3.4.2Promote the product metadata standards within ocean communities, such as on SST, ocean colour, ocean surface wind vectors and ocean surface topography, to facilitate common data representation and near-real time exchange. This must be done in dialogue with the relevant CEOS Virtual Constellations. WG IIWork has not started yet

CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Status of Implementation of HLPP 3.5Maintain, enhance and improve the methods to describe the error characteristics of satellite data and products Establish a common vocabulary and methodology with appropriate error propagation to include the errors associated with validation data (e.g. radiosonde temperature, water vapor and winds). ?No progress reported. Should be clarified which group leads this effort 3.5.2Address the error characteristics of wind products at the next International Winds Workshop in 2014 and provide a set of guidelines to be considered at the operational centres. IWWGError characteristics is actively considered by IWWG. Firm guidelines are not yet established Agree on standardized procedures to derive NedT estimates for microwave sounders, and include such estimates in the disseminated BUFR data. WG IIQuestionnaire on utilisation of geostationary satellite data for short-range NWP initiated by EUMETSAT 3.6.2Report on the progress within the Nowcasting community toward the use of hyperspectral sounders and work toward common products to serve the requirements of the global community. WG IINo specific progress reported 3.6.3Integrate the use of precipitation datasets recognized by IPWG in meteorological and hydrological applications, through dissemination of open visualization and analysis tools. CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Status of Implementation of HLPP 3.7Foster and support research regarding enhanced radiative transfer capabilities, recognising the paramount importance of radiative transfer developments for satellite products Gaps regarding LBL capabilities and spectroscopy should be identified by ITSC, but concrete actions should be agreed at plenary level, as these will involve support to research entities outside CGMS 3.7.1Continue support for line-by-line (LBL) reference model development and enhanced characterization of spectroscopy to ensure that product development teams and users of level 1 data have access to the latest updates in LBL forward modeling and the uncertainties involved. ITSCNo progress noted Perform validation and intercomparison of LBL models/spectroscopy to assess the impact of spectroscopic uncertainties and the differences between line-by-line and fast radiative transfer models. WG II?No specific progress 3.8.2Conduct studies to investigate the technical feasibility to reduce the field of view sizes for future microwave sounders without compromising noise performance to keep in line with the spatial resolution expected for future global NWP models. CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Revision of the HLPP for the period Specific Proposals by IPWG have been included in revision – 3.3.1Apply the IPWG validation protocol (as defined on its web page) to precipitation combination datasets generated using multiple satellite and in-situ data sources, and expand the number of participating agencies to broaden the validation domain – 3.5.1Establish a common vocabulary and methodology with appropriate error propagation to include the errors associated with validation data (e.g. radiosonde temperature, water vapour, precipitation and winds). Some further issues raised by IPWG will be addressed in WG III and WG I

CGMS-43-CGMS-WP-29, 17 May 2015 Coordination Group for Meteorological Satellites - CGMS Revision of the HLPP for the period Further issues related to the HLPP as presented in the IPWG report should be considered by WG II – Section 3.1 – GSICS calibration across CGMS agency instruments (WG-II) – IPWG would like to see a new item added to explicitly include MW window and water vapor channels, critical to precipitation measurement – Section – Precipitation visualization tools (WG-II) – IPWG requests discussion on this topic to further clarify the intent and role for IPWG – Section 3.7 – Radiative transfer (WG-II) – IPWG recommends that a new subsection be added – “Through coordination with ITWG and ICWG, continue to improve microwave radiative transfer models to include complex surfaces (e.g., snow, desert, etc.) and scattering atmospheres (e.g., frozen hydrometeors) to support improved algorithm development for current and future sensors.” – Section 3.8 – Trade studies for passive sounding sensors (WG-II) – IPWG would like to see this expanded to include both passive MW imagers and active MW sensors.
