Permit-Required Confined Spaces 29 CFR

Intro to Confined Space INSTRUCTIONAL GOAL: The participant will understand the requirements and definitions for confined space entry and their employer’s responsibilities for confined space entry based upon company plans and OSHA’s 29 CFR standard.

ENABLING OBJECTIVES Identify a space as a “confined space” or a “permit required confined space” based on the OSHA definition. Explain the employer’s responsibilities under 29 CFR Identify the hazards of confined space entry.

Scope and Application The Permit-Required Confined Space regulation contains requirements for practices and procedures to protect employees in general industry from the hazards of entry into permit-required confined spaces.

Definitions - Confined Space Large enough to enter Has limited entry and exit Not designed for continuous human occupancy

Definitions Permit-Required Confined Space Contains a hazardous atmosphere Contains an engulfment hazard Has an entrapping internal configuration Contains other recognized hazards

Employer Requirements 1.Evaluate the workplace 2.Posting danger signs or other equally effective 3.Appropriate measures to ensure those spaces are not entered 4.Establish an entry permit program

Employer Requirements Under the entry permit program, the employer shall: Implement measures to prevent unauthorized entry Identify and evaluate the hazards of permit spaces Develop and implement the means, procedures, and practices necessary for safe entry Provide the appropriate equipment Evaluate permit space conditions when entry operations are conducted Provide at least one attendant outside the permit space Provide a means by which an attendant can respond to an emergency Designate the persons, duties and provide training as required Develop and implement procedures for summoning rescue and emergency services

Employer Requirements Obligated to inform exposed employees of the danger posed by permit spaces. Warning signs that reads “ DANGER – PERMIT-REQUIRED CONFINED SPACE, DO NOT ENTER,” or other similar language would satisfy requirements for a sign. Shall appear in English and in the "predominant language of non-English reading workers".
