Quality Assurance in Education EU instruments - European Qualifications Framework (EQF) / Ukraine’ National Qualifications Framework - the European Credit system for VET (ECVET) - ECTS (Higher Education) - the European Quality Assurance Reference framework for Vocational Education and Training (EQARF) - The Standards and Guidelines for QA in EHEA (ESG)

Education Quality Assurance System Public administration and governance in Education QA - central executive authority for Education QA (pre-school, secondary and VET (vocational) – LAW ON EDUCATION - central executive authority for Education QA (state supervision and control) – LAW ON VET National Agency for Higher Education QA – LAW ON EDUCATION Independence bodies for assessment and assurance of VET quality – LAW ON VET

Elements of Education QA Internal QA – LAW ON EDUCATION (in line with EU approaches basically) – LAW ON VET (it does not meet the Law on Education, EQARF) External QA – LAW ON EDUCATION (it does not meet EU approach basically – Student-centred approach, independent QA – not only Learning Outcomes assessment, etc.) ? Is Teachers Certification a part of Accreditation or Licensing ? What does “standardization” mean – LAW ON VET (it does not meet the Law on Education) QA of agencies – LAW ON EDUCATION (in line with EU approaches basically) – LAW ON VET (it does not meet the Law on Education) ? What is the role of independent QA agencies !! High level of QA centralization - Ministry

Education Standards Education Standard includes requirements of professional standards or qualification characteristics – LAW ON EDUCATION ? What does “qualification characteristic” mean for pre-school, secondary education Education Standard includes only state requirements for learning content and LO – LAW ON VET ? What about Internal QA as a part of ES Definitions of ES in the laws are different

Licensing of Education Activities Licensing is a part of Ukrainian External QA system, but laws don’t include common requirements for education activities and don’t match each other (e. g. concerning United state electronic database on education)

Accreditation of Education Programs Accreditation procedure is established by the Ministry incl. Higher Education Programs – LAW ON EDUCATION (it does not meet the Law on Higher Education, ESG) ? Where is independent external QA ? Why accreditation is necessary ( benefits, opportunities, etc. ) !! High level of QA centralization - Ministry

Institutional Audit Institutional Audit procedure is established by the Ministry incl. Higher Education Programs – LAW ON EDUCATION (it does not meet the Law on Higher Education, ESG) Institutional Audit is provided by central executive authorities for Education QA and National QAA – LAW ON EDUCATION (it does not meet the Law on VET and Law on Higher Education)

Monitoring Education Quality ? What does it mean ? Why “Monitoring Education Quality” is a part of QA …

External independent assessment of Learning Outcomes Only for secondary education – LAW ON EDUCATION (it does not meet the Law on Higher Education) ? What does “External independent assessment” mean for pre-school, VET, HE education
