3 Definition of Congestion Cost Social Surplus Social surplus = Supplier surplus + consumer surplus + congestion surplus Congestion cost : difference of social surplus due to congestion Economic evaluation of transmission facility : difference of social surplus due to transmission facility Weak point : hard to get the consumer’s benefit function Alternative idea for social surplus Assumption : consumer is inelastic to price ∆(social surplus) ≈ ∆(production cost) Suitable for Korean power system
