BIPARTITE COMMITTEE: PANI-DGME GENERAL OBJECTIVE:  Inter-institutional coordination to promote actions and mechanisms within each institution and among its officers to enable DGME and PANI to provide assistance and protection to foreign boys, girls, and adolescents in an efficient and effective manner, within the framework of the development of the joint plan of action, ensuring compliance with the Child’s Best Interest at all times.  To promote a humanitarian approach, ensuring respect for the rights and the comprehensive development of each boy, girl, and adolescent, applying criteria of universality and specificity.

PROTOCOLS Objectives:  To orient actions and establish priorities in providing assistance to boys, girls, and adolescents.  To raise awareness and promote awareness by officers of DGME and PANI to ensure full respect for the rights of boys, girls, and adolescents in providing assistance to these populations.  To consolidate procedures and mechanisms to enable an accessible, effective, timely, and expedited response by DGME and PANI, ensuring respect for the rights and the comprehensive development of boys, girls, and adolescents.

Objective The Protocol establishes the procedures to be implemented by the General Directorate of Migration and Immigration (DGME) and the National Children’s Board (PANI) to regularize the status of unaccompanied or separated foreign boys, girls, and adolescents, with the aim of identifying and finding lasting solutions to meet all their needs for comprehensive assistance and protection through inter-institutional actions, considering their opinions and ultimately, resolving their situation. PROTOCOL FOR THE ASSISTANCE AND PROTECTION OF UNACCOMPANIED OR SEPARATED FOREIGN BOYS, GIRLS, AND ADOLESCENTS OUTSIDE THEIR COUNTRIES OF ORIGIN

The Protocol establishes the procedures to be implemented by DGME) and PANI to address the situation of accompanied foreign boys, girls, and adolescents whose fathers, mothers, relatives, or guardians are in the process of being deported by DGME, with the aim of ensuring comprehensive protection and compliance with the principle of the Child’s Best Interest for migrant boys, girls, and adolescents. PROTOCOL FOR THE ASSISTANCE TO FOREIGN BOYS, GIRLS, AND ADOLESCENTS WHOSE FATHERS, MOTHERS, RELATIVES, OR GUARDIANS ARE IN THE PROCESS OF BEING DEPORTED

The key objective is to ensure respect for the basic right to an identity of boys, girls, and adolescents with an irregular migration status that are under the protection of PANI, granting them a legal migration status to facilitate their integration into Costa Rican society. PROTOCOL FOR REGULARIZING THE STAY OF FOREIGN BOYS, GIRLS, AND ADOLESCENTS THAT ARE UNDER THE PROTECTION OF THE NATIONAL CHILDREN’S BOARD
