Situation at the beginning of 2003  There were many initiatives, some of which were isolated, and these fell within the scope of the access to Internet  Absence of a Ministry of Communications’ policy in order to deal with the convergence process  Necessity to change the GESAC’s programme scope GESAC (Governo Eletrônico Serviço de Atendimento ao Cidadão) is the Ministry of Communications’ main digital programme aimed at inclusion

 inhabitants -  surface area: ,599 km 2  27 states, municipal districts  Computers: 20 million  Brazilian internet users: 14,4 million (71% are of A e B classes; 47% live in the South and South-East regions; and 60% are more than 30 years old) Brazil The challenge of digital inclusion

 Brazilian cities: 94% don’t have access to a provider (this corresponds to 44% of population who do not have local internet access). Of the 6% who have access, 58% are in the South-East region  public (state) schools with 49 million students and 2 million teachers  are located in rural areas  Only public (state) schools have internet access Brazil The challenge of digital inclusion

Monitoring and Evaluation of Digital Inclusion Programme Digital Inclusion Observatory - Main Objectives Digital Inclusion Observatory - Main Objectives  to identify the digital inclusion initiatives (how many, where they are, when they started, etc)  to map the actions which have developed during each initiative  to evaluate the users’ profile and the monitor’s level of ability  to evaluate the existing resources (e.g. connection, equipment)  to evaluate their sustainability
