What we’ll cover What are specialised services? What is the new direction for specialised commissioning? E=CM 2 Quality, outcomes - a focus on services and patients

What are specialised services? National Specialised Services Definition Set 1m plus population catchment areas – critical mass ‘High cost / low volume’ Types of services Carter review and improving equity & excellence

A true story… Young man who went to the gym 3 times a week Became ill, went to GP, referred to local hospital Diagnosed with cardiomyopathy virus – referred to Wythenshawe Hospital “I could see him dying in front of my eyes” Eventually had a successful heart transplant Now recovering close to home –plans to run the marathon!

Why this is important… Can happen to any of us Shows the importance of linking the whole patient journey Cutting edge treatment, patient centred Successful outcome

What is happening to specialised commissioning? NHS Commissioning Board rather than PCTs / CCGs. Moving from 10 SCGs and NSCT to single function National consistency – single policies, standards, contracts Equity & Excellence Apologies for all the acronyms!

When? Now – the change is underway - National Commissioning Development Transition Team, led by Dame Barbara Hakin Shared Operating Model for PCTs (July 2011) - 10 SCGs to be clustered alongside new 4 SHA Clusters Measured transition and national workstreams 17+ service areas will be commissioned nationally by April 2012; more by April 2013.

Greater Consistency and Equity Focus on Quality, Innovation Improved Patient Experience Strengthened Clinical Leadership Review & improve Outcomes Driven …by putting patients & public at the centre of everything You & me

Five programmes of care Definition set into 5 programmes of care Will provide single point of contact for service / care organisations like yours Focus on patients, care, outcomes, quality, your voice Because: contract knowledge + national strategy + your engagement = a better service for all

So… Blank sheet of paper – a unique opportunity. We can be bold and innovative….with your help But… We have the opportunity – but not unlimited funds or unlimited authority It will not happen all at once everywhere but many places will see many improvements quickly We need Critical friends
